We are looking for a top-shelf estimating manager for work in Honolulu, HI.
Comp: $150k/year, competitive benefits, proven incentive plan, relocation plan, and others available dependent on candidate’s experience/needs.
Essential Duties & Responsibilities
- Manages daily activities of the estimating department
- Thorough understanding of ship repair planning and estimating
- Monitors progress of subordinates and ensures deadlines are met
- Leading and managing a team of estimators to generate base cost estimates.
- Create standardized approaches to developing estimates and proposals.
- Engages in business development and identifies new leads.
- Oversee, delegate, and handle all parts of the estimating process which includes: respond to RFPs, interpret blueprints, perform ship checks, determine pricing strategies, negotiate contracts, and handle change orders.
- Ensures the assignment of work is delegated appropriately to employees.
- Communicates regularly with executive management, vendors, subcontractors, and consultants.
- The Proposal & Estimating Department Manager supervises a team of employees, which includes Sr. Estimators, Estimators, Procurement Specialists, and other supporting staff.
- Stays abreast of developments in the industry.
- Assists with planning future staffing requirements.
- Performs final review of all bid packages submitted to customers.
Education/Training/Skills:
- Bachelor of Science in engineering or related field or equivalent work experience
Minimum requirement of 10 years of ship repair or marine industry experience, five years of management experience highly recommended.
- Advanced knowledge of estimating strategies and techniques. Understanding of maritime ship repair and construction, terminology and contracts.
- Experience negotiating contract changes and providing labor estimates for ship repair.
- Previous experience or training in work sequencing and scheduling.
- Excellent written and verbal communication skills.
- Proficient with Microsoft Word, Excel, and Project or similar scheduling software.
Qualification/Requirements:
- Knowledge of Navy Vessels and ship construction methods.
- NAVSEA standards as well as federal and state regulations.
- Ability to organize and prioritize to meet deadlines in a dynamic, fast-paced environment.
- Ability to read technical drawings and understand government contracts.
- Experience with proposal writing.
- Highly experienced with Microsoft Office, Excel.
- This position requires US Citizenship due to clearance required for base access.
- Must successfully obtain and maintain TWIC and Defense Biometric Identification System (DBIDS) Credential to gain access to federally controlled work sites.
- Must submit to and pass a post-offer drug screening and a background check.
