The Role
Directs all Paratransit and Demand Response Operations and related support functions. Oversees the daily operation of all the services offered by Metro including the Complementary Paratransit services as well as other services deemed as demand response by providing direction and structure to ensure that all users are scheduled and transported in a safe, timely and professional manner in compliance with all ADA regulations when required. Responsible for contracts provided by Metro using the Call-A-Ride system which include but are not limited to NEMT service provided to Missouri Medicaid. Reports to the Assistant Executive Director of Metro Transit.
Responsibilities
- Provides leadership and direction to Managers responsible for all daily, emergency and special event activities involving Paratransit operations.
- Provides safe, effective, and reliable ADA required and Non-Required transportation services to almost one million customers annually.
- Responsible for ensuring that all aspects of the paratransit service are delivered to our customers in a safe, timely, cost-effective and professional manner by establishing policies and procedures to ensure all local, state and federal requirements are being met.
- Responsible for managing resources including budgetary dollars and personnel in order to meet the needs of the disabled community while providing excellent customer service. This includes developing strategies and schedules to place resources where needed.
- Responsible for working with the Planning Department to assert needs for the Paratransit Division in coordination with fixed route services that meet requirements of FTA Complementary Paratransit Services.
- Responsible for the sourcing and implementation of hardware and software necessary to schedule trips and provide required and future services offered by Metro.
- Responsible for maintaining effective working relationships with Local Division 788 of the Amalgamated Transit Union. This includes participating in Contract Negotiations and negotiating the settlement of grievances and other matters with Union officials in coordination with the Agency’s Employee Relations Department.
- Responsible for developing and supervising Division employees by setting goals, providing feedback, documenting performance, and conducting annual performance appraisals. This includes working to implement an effective ongoing training program for Van Operators, office staff and Managers while working with internal departments to improve hiring and training processes.
- Work within the Agency to develop and maintain detailed ADA compliance service plans and eligibility processes and procedures.
- Work with internal and external parties to develop long-range plans and initiatives to achieve the Agency’s strategic goals and objectives. This includes working to develop strategies for demand response services in areas where Complementary Paratransit service does not exist.
- Improve customer satisfaction, employee satisfaction and community support for the Agency’s paratransit service and strategic initiatives.
- Responsible for conducting, initiating, or participating in staff meetings and staff development/training sessions, ADA Advisory Committee meetings, other ADA-related meetings, as well as other meetings with planning agencies and other social service agencies.
Knowledge, Skill, & Abilities
- Extensive management and leadership experience on a senior management level.
- Experience managing in a union or similar environment.
- Proven ability to communicate effectively orally and in writing.
- Experience evaluating the work of management employees as well as the effectiveness of managers and programs.
- Ability to create or adapt programs to achieve Metro’s goals.
- Ability to set goals, establish priorities and motivate management staff to achieve excellence in providing transportation services.
