Summary
Balfour Beatty is seeking a Retirement Benefits Director to join our team in Dallas, TX. The Retirement Benefits Director is responsible for assisting with the administration of benefits programs and retirement plans for the company. This individual works closely with the VP of Finance and the SVP of Human Resources to develop and present retirement benefit philosophy objectives and overall deliverables to executive leadership, management, and HR leadership.
The Retirement Benefits Director's operational duties include, but are not limited to, communication, correspondence and mailings, compliance, recordkeeping, transactional postings, reporting, employee data, electronic data files, contribution calculations, distributions, withdrawals, and loan transactions to the recordkeeping system. This individual should possess in-depth knowledge with a solid understanding of labor laws, regulations, plan governance and company policies related to retirement benefits.
Essential Functions
Duties/Responsibilities
Employee Services: Onboarding, Participant Communication/Education, and Offboarding
- Explains retirement benefit plan policies, procedures, and legal requirements to employees and beneficiaries and resolves any benefits-related issues.
- Conducts retirement and benefits-related calculations and analysis.
- Assists with open enrollment and post-separation from service.
- Conducts retirement and benefit plan presentations for employee groups, beneficiaries, stakeholders and partners, or individual consultation with employees regarding retirement plan information.
- Acquires and distributes relevant information, annual compliance notices and other documentation to plan participants and beneficiaries.
Plan Administration and Operations
- Supports daily recordkeeping process including but not limited to data entry updates of employee elections, employment status, reporting, inbound and outbound data file transfers to recordkeeping system, reconciling custodian accounts, and assist in the facilitation of investment changes to plans and rebalance positions within accounts.
- Provides support for resolving issues involving eligibility, deferral computations and other discrepancies that may impact the participant or the plan.
- Researches and recommends appropriate benefits plans and services based on data analysis.
- Develops and maintains records of participants and beneficiaries including active, on leave, deferred, retired, and separated and no longer active.
- Provides support with processing and posting contribution data files, participant distributions, withdrawals, suspensions, leave of absence, eligibility, loan requests, invoices and audit verification checks and balances to ensure accuracy and compliance.
- Monitors forfeiture balances and other expense accounts for all plans to determine usage by the plan's year-end.
- Serves as a liaison and works closely with plan administrator, benefits, payroll, accounting, record-keeping vendor, plan advisors, administrative and investment committee, beneficiaries, and participants for handling or facilitating requests for contribution adjustments, plan changes, corrections and other administrative or operational matters.
- Provides support with ensuring plan administrative and operational manuals are current and in alignment with plan governance and other legal requirements.
- Assists with updating company policies, procedures and workflow processes related to retirement plan administration.
Plan Compliance
- Coordinates and serves as a liaison with plan administrator, leadership team, investment advisors, legal counsel, actuaries, accountants, and other internal or external partners to support the administration of retirement plan fiduciary duties.
- Ensures retirement plans are administered in accordance with company, state, and federal guidelines and regulations.
- Provides administrative support with retirement plan audit(s) and compliance testing.
- Maintains knowledge of legal and regulatory changes, trends, and other developments affecting retirement benefits.
- Maintains all plan legal files, documents, communication, and correspondence.
Payroll Compliance
- Partners with payroll team, HRIS and benefits team to ensure data integration between payroll systems and 401(k) record-keeping system is accurate.
- Audits on a weekly basis any data changes in the payroll and record-keeping system that may affect 401(k) or other benefit plan administration.
- Ensures the plan operates and is in compliance with the plan document, applicable laws and company policies including but not limited to compensation, eligibility, employment status, participation and retirement plan administration.
- Discloses and communicates with leadership all plan compliance issues including but not limited to those requiring corrective action and ensures remediation steps are acted upon to resolve compliance matters.
Performs other duties as assigned.
Working Conditions
- Most of the work is completed in an office setting with intermittent sitting, standing and walking. Lifting and transporting of moderately heavy objects, such as computers and peripherals may be required. This job requires the dexterity of hands and fingers to operate a computer keyboard, mouse, power tools, and to handle other computer components. It may also require periodic weekend or after-hours coverage and business travel.
- This individual will preferably work out of our Dallas, TX, office, but Atlanta, GA, could be an option as well.
Education, Experience and Knowledge
- Bachelor's degree in business administration, human resources, or related field required.
- A minimum of 10 years in 401(k) administration plus helpful to have payroll and general benefits administration experience in addition to 401(k) administration.
- Excellent interpersonal skills with ability to clearly explain retirement plan services and administration in easily understood terms.
- Excellent organizational skills, great attention to detail and quality with data, formulas and math.
- Ability to interpret financial data and apply it to benefit plan policies and related documentation.
- Knowledgeable and understands laws, regulations, and agency interpretations or opinions related to retirement benefits.
- Strong coaching, training and motivation skills. Ability to lead and work with a team.
- Proficient with Microsoft Office Suite, specifically Excel or related software.
- SHRM-CP, PHR, CBP, CPP or CEBS preferred however not required.
