Summary:
The CEO will oversee, manage, and support staff while promoting favorable legislative policies and strategic economic development initiatives for Snohomish County and its regional partners.

Essential Duties and Responsibilities:
Organizational Leadership and Management:
- Strategic Planning: Develop and execute a strategic organizational plan with the Board of Trustees and community partners.
- Culture and Accountability: Foster a culture of innovation and collaboration within the organization.
- Budget Management: Manage the organization’s budget and resources, ensuring financial stability and sustainability.
- Economic Development Programs: Direct programs for attracting, retaining, and expanding local businesses.
- Compliance: Ensure compliance with ADO, state and federal laws, and contractual obligations.
Advocacy and Public Policy:
- Local Business Advocacy: Collaborate with stakeholders to identify key economic issues affecting the local community.
- Research and Analysis: Analyze legislation and policy proposals to assess their potential effects on economic development.
- Legislative Advocacy: Engage with local, state and federal legislators to influence legislation and public opinion and promote favorable economic policies for local businesses.
- Coalition Building: Form and maintain partnerships with other non-profits, businesses and community organizations to strengthen advocacy efforts.
Business and Economic Development:
- Local Development: Focus on business retention and expansion services.
- Inter-Corporate Agreements: Support and negotiate agreements for business retention, expansion, and attraction.
- Data Maintenance: Maintain a knowledge base of leading companies and industry opportunities in Snohomish County.
- Business Recruitment: Respond to business recruitment needs, including leads from various partner organizations.
- Outreach Programs: Oversee programs to enhance economic development and job growth.
- Coordination: Work with municipal governments and other economic organizations.
- Relationship Building: Develop relationships with local companies and realtors to retain and attract businesses.
- Program Evaluation: Evaluate local programs and infrastructure for potential business development.
Board Support and Leadership:
- Liaison to Board of Trustees: Work closely with the Board of Trustees, providing them with the information and support needed to fulfill their governance responsibilities. Facilitate board meetings and ensure alignment between the board’s vision and organizational activities.
- Financial Communication: Communicate the organization's financial position to the Board.
- Operational Plans and Budgets: Lead annual operating plans and budgets in compliance with EASC’s bylaws.
- Performance Evaluations: Conduct annual staff performance evaluations and self-assessment.
Fiscal Management:
- Financial Oversight: Plan and monitor all financial aspects of the organization to ensure compliance with policies and regulations.
- Financial Opportunities: Explore and implement innovative funding strategies to ensure the organization’s long-term viability.
Skills and Knowledge:
- Education and Experience: Bachelor's degree in business administration, public policy or related field, with a minimum of eight years of senior leadership experience.
- Business Acumen: Strong project management skills and business acumen.
- Strategic Planning: Proficiency in economic development and strategic planning.
- Regional Business Dynamics: Understanding of economic development principles, advocacy strategies and the regional business environment dynamics.
- Advocacy Expertise: Experience identifying and increasing awareness of current local economic issues, assessing legislation and policy proposals for their potential effects on economic development and advocating for initiatives that support local priorities.
- Character and Emotional Intelligence: Strong character, emotional intelligence, authenticity, and a broad perspective.
- Collaboration Skills: Proven ability to build relationships with diverse stakeholders, including government officials, community members and business leaders.
- Communication Skills: Effective interpersonal and organizational communication skills.
- Technical Skills: Proficiency with Microsoft Office Suite.
