The purpose of this position is to perform managerial and technical work in the delivery of Information Technology for the Osceola County Tax Collector. This includes the oversight and management of all office software/hardware applications and development. An employee in this classification performs at a senior management level and is responsible for all installation, maintenance and security of Osceola County Tax Collector Information Technology facilities, equipment, data communications and services.
Essential Job Functions

- Coordinate all information technology activities, priorities and application systems development.
- Continually monitor systems for improvement and maximum utilization, identifying the need for any enhancements, updates or replacements due to systems becoming outdated.
- Supervise, train and evaluate all IT personnel and operations according to generally accepted standards, established office procedures and regulatory requirements.
- Research and evaluate IT related hardware and software solutions and purchases.
- Confer with manufacturers and marketing representatives of IT related hardware, software, and data supplies.
- Responsible for system administration of all operating system platforms that are in use at the Tax Collector’s office.
- Provide consultation to Tax Collector and management on IT related needs and issues, to include planning and implementation of any county or state software or hardware changes.
- Coordinate with all Executive level staff to discuss departmental hardware/software needs and develop the fiscal year budget for all technology related office purchases.
- Make sound decisions in accordance with all applicable laws, regulations, compliance standards, and policies.
- Provide management support in the implementation of budget, managerial and policy administration for the IT department.
- Design and develop systems, control and procedures to promote more effective and efficient operations.
- Verify and process timecards to ensure proper completion and accuracy. Update time deductions according to established payroll procedures.
- Plan, coordinate and schedule training for IT personnel.
- Recommend and provide input in the development of organizational policies.
- Provide support to IT personnel for troubleshooting and problem resolution.
- Establish IT security related policies, acceptable computer use policies, a disaster recovery plan, and an incident response plan.
- Maintain awareness of current information technology and cybersecurity trends, and recommend changes as it relates to data confidentiality, integrity and security.
Knowledge, Skills and Abilities
- Working knowledge of computer networks, wide area networks, personal computers, peripherals, servers, routers, switches, firewalls, cabling, operating systems, software, and various networking equipment.
- Skilled in establishing and maintaining effective working relationships with other office personnel, government agencies, vendors, and the general public.
- Knowledge of current technology and trends in the information technology industry.
- Knowledge of current cybersecurity threats and mitigations.
- Ability to effectively supervise a staff comprised of technical professionals and manage any associated problems that may arise.
- Ability to evaluate and forecast information technology needs for the Tax Collector’s office.
- Ability to understand, carry out and convey complex oral and written instructions.
- Excellent oral and written communication skills.
- Ability to define, analyze and resolve technical problems to ensure non-disrupted service to end users and business operations.
- Must be flexible with work schedule.
Minimum Qualifications
Bachelor's Degree in Information Technology, Computer Science, or related field; supplemented by five (5) years to seven (7) years administrative or professional management experience, preferably in governmental technical experience; or an equivalent combination of education, certification, training and/or experience.
