SUMMARY OF DUTIES:
The Assistant Vice President will serve as the Program Manager for the Long Distance Fleet Replacement Program, an estimated $7B program for the development and delivery of replacement Long Distance trainsets. Accompanying the acquisition will be a fifteen-year Technical Support, Spares, and Supply Agreement (TSSSA). The Program is currently in the procurement stage; and both the development and delivery of the trainsets and the TSSSA contracts are expected to be awarded by the end of 2025.
The Assistant Vice President will lead the program through procurement and vendor selection, followed by development and delivery of the trainsets. The Assistant Vice President will have company-wide responsibility for the development and implementation of this multi-year program, leading the coordination across all departments to ensure a comprehensive program is developed, including clear scope, schedule and budget. The Assistant Vice President will also have the responsibility to build the team to implement the program.
The position reports to the Vice President, Project Delivery Fleet & Facilities; and is based in Washington, DC.
ESSENTIAL FUNCTIONS:
- Leads program scoping to ensure program requirements reflect the future needs of both internal customers (i.e., Service Delivery & Operations department leads) and external customers (i.e., passengers, as represented by Marketing & Commercial and Planning department leads); and stakeholders (i.e., FRA, Congress).
- Leads collaboration between program, planning, mechanical and facilities teams in developing the strategy and requirements for related facility design and construction and operational changes.
- Leads development of program schedules and cost estimates.
- Provides leadership, guidance and oversight of selected trainset vendor, functional leads, and subject matter experts within Amtrak and consultant support to maintain program scope, schedule and budget; and ensure successful program execution.
- Works internally and externally to ensure trainset vendor is working with appropriate resources to best utilize advanced technology, trainset strategies, maintenance processes and cycles, quality control of build, training requirements, infrastructure preparation, scheduling requirements, and all other aspects of the Program to ensure successful execution and implementation.
- Leads by direct and/or indirect management the many internal and external resources providing functional and subject matter expertise to the Program.
- Establishes and maintains internal and external relationships and partnerships required to accomplish goals and objectives of the Program.
- Consolidates, communicates, and manages all issues and risks affecting the program; and ensures the timely communication of program status to program participants and stakeholders.
- Leads and develops talent through effective performance management, talent evaluation, and by filling open positions with the appropriate mix of internal promotions and external recruitment to satisfy near-term performance and longer-term succession needs.
- Develops and maintains required program management artifacts in accordance with Amtrak Program Management standards and applicable regulations.
MINIMUM QUALIFICATIONS:
- Bachelor’s degree in Business, Engineering or related field with a minimum of 15 years of relevant work experience or any equivalent combination of education and experience.
- Relevant, demonstrated progressive management experience, preferably in the railway transportation industry.
- Demonstrated structured approach to Project and Program Management and successful past delivery of major and complex projects and programs.
- Demonstrated experience with budget and financial controls, industrial relations, contract negotiations, continuous improvement methodology, and safety management.
- Demonstrated experience managing a team, with the ability to influence and motivate others within and outside the team.
- Strong leadership, decision-making, and team-building skills.
- Strong interpersonal communication skills, including writing and presentation skills.
- Ability to work at all levels of the organization; board room to break room and to work with external consulting and manufacturing resources.
- Highly motivated and self-directed.
- Ability to effectively prioritize and execute tasks while under pressure.
- Microsoft Office (Word, Excel, Visio, PowerPoint, MS Project).
- Must have work authorization in the United States.
PREFERRED QUALIFICATIONS:
- Master’s Degree in Business, Engineering or related field.
- Experience with acquisition of large, long-lived fleet equipment.
- Experience managing major and complex programs in the railway transportation industry.
- Demonstrated knowledge in applicable railway industry and state and/or federal regulatory requirements, including but not limited to AAR, FRA, EPA, OSHA, etc.
- PMP Certification in good standing.
WORK ENVIRONMENT:
- Primarily office-based position.
- Constantly or frequently uses a computer, keyboard and monitor to perform a variety of tasks.
- Occasionally performs tasks that require standing and/or walking for extended periods of time (e.g., fleet and/or facility visits).
- Frequently learns new knowledge, skills, and tasks, both complex and simple, to maintain effectiveness in position.
- Frequently resolves problems, with conflicting priorities, in cognitively demanding situations.
- Fast-paced environment, juggling changing/conflicting priorities as part of a large capital organization and operating railroad company.
- Occasional travel as needed (approximately 25%).
COMMUNICATIONS AND INTERPERSONAL SKILLS:
Must have excellent oral and written communication skills.
The salary/hourly range is $221,200 - 286,700. Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
