Duties
Lead a team in collaborating with international counterterrorism partners, overseeing the coordination and support for engagements hosted in the U.S., overseas, and virtually.
Oversee and implement the development, application, and communication of policies, guidelines, and procedures that support information sharing with foreign partners and provide a framework for managing the relationships between partners. Initiate, establish, foster, and effectively participate in unilateral and multilateral intelligence sharing arrangements with joint analytic units and foreign partners.
Manage the planning and coordination for engagements with Intelligence Community and U.S. government agencies, their designated representatives, and other ODNI elements; maintain positive relationships with IC partners, NCTC leadership, and other stakeholders in planning and managing engagements with international counterparts and senior leaders.
Oversee the development of briefings to interagency groups, external partners, and senior leadership; manage the process for prep books and incorporate best practices into guidance for engaging with partners.
Maintain awareness and provide substantive responses in communication with internal and external partners on engagements; manage the development and delivery of briefings for interagency groups, external partners; and oversee the preparation book process for executive leadership.
Engage in and facilitate intelligence integration and effective coordination between NCTC, U.S. Government agencies, and other partners, and in so doing improve leadership support, unit performance, and standard operating procedures.
Lead, manage, and direct staff to include setting performance and unit goals, evaluating performance, recognizing employees and providing feedback and guidance regarding personal and professional development opportunities.
Lead a team of professional staff and assess performance, collaborate and oversee goal setting, and provide feedback on personal development.

- Must be a U.S. Citizen residing in the United States
- Appointment is subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI)
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- A two-year trial period is required for all new permanent appointments to the ODNI.
Qualifications
Mandatory Requirements:

Expert knowledge of IC structures, capabilities, operational mechanisms, and ability to anticipate issues relevant to NCTC and counterterrorism issues.
Superior ability to lead and manage capabilities, including that ability to effectively direct taskings.
Superior interpersonal, organizational, and problem-solving skills, including superior ability to work effectively both independently and in a team or collaborative environment; and to lead and mentor junior colleagues.
Superior ability to communicate, both oral and in written, complex information in a clear, concise manner that is targeted to and meets the needs of diverse audiences with different perspectives and objectives.
Superior ability to understand substantive and administrative issues, exert influence to senior leadership, communicate cogently and effectively with people at all levels (both internal and external), brief management on reviews and findings, and organize and edit written reports of varying length and complexity.
Must have at least five years' experience contributing to, leading, or managing successful programs and initiatives within a government organization.
Desired Requirements:
Expert experience and knowledge of effective working relationships with foreign governments (i.e., intelligence services, law enforcement, military, ministries, etc.) with emphasis on counterintelligence, security procedures, and official policy guidelines on relationships with foreign liaison service.
