Job Summary:
West Central MN EMS Inc. is a private non-profit organization serving emergency medical systems in West Central Minnesota comprised of the following counties: Becker, Clay, Douglas, Grant, Otter Tail, Pope, Stevens, Traverse, and Wilkin. The Executive Director is charged with implementation of the strategy and direction set by the board of directors while providing organizational leadership and oversight for the WC MN EMS programmatic and financial activities. The board of directors and executive director will work collaboratively to ensure the organization is performing in a manner consistent with its purpose and mission.
Education & Experience Requirements:
- Four years direct knowledge and experience in an Emergency Medical Services Field.
- Two years in a management or leadership capacity.
- Relevant degree or equivalent in work-related experience.

Knowledge:
- Extensive knowledge of the EMS system of care delivery and associated agencies.
- Knowledge of grant funded programs, processes and programs.
- Evidence of successful grant writing.
- Knowledge of laws, regulations, and/or available reference sources to acquire knowledge necessary to carry out the operations of the Association.

Skills Required:
- Demonstrate exceptional leadership abilities for the planning and implementation of EMS activities consistent with the mission and objectives established by the Board of Directors.
- Proficient in grant writing as well as contract and finance management.
- Provide oversight of regional EMS radio communication network.
- Possess strong organizational, written and verbal skills.
- Capable of managing multiple projects and working both independently and collaboratively with diverse constituents.
- Experienced in current human resource management methodologies to lead, develop, and supervise office personnel.
Primary Job Responsibilities Include:
- Plan, direct and evaluate the operations:
- Formulate, implement, and review objectives to meet annual goals established in conjunction with the Board of Directors.
- Oversee and/or develop grant applications for state, federal, and private foundations consistent with identified needs of the regional providers.
- Prepare, monitor and control the budget of WC MN EMS following general accounting practices.
- Report regularly to the Board of Directors.
- Facilitate audits as required by state agencies, grant requirements, and under direction from the board.
- Manage financial matters in a fiscally responsible manner.
- Implement activities/goals consistent with grant priorities.
- Submit reports to appropriate agencies within specified requirements.
- Represent West Central MN EMS to its constituents:
- Meet and communicate effectively with grant agencies, public officials, fiscal monitors to ensure adherence to policies, regulations, and directives.
- Collaborate and coordinate with EMS and related agencies for the purposes of regional program planning.
- Respond to inquiries, requests, and complaints in a timely manner.
- Educate public entities on EMS.
- Supervise Association staff and contractors:
- Perform hiring, orientation, training, evaluation, disciplining and, if necessary, termination of employees.
- Delegate responsibility and authority consistent with job training and duties of staff.
- Communicate clear expectations related to behaviors and work rules and enforce consistently amongst staff.
- Create, process and maintain required personnel and payroll data.
- Keep apprised of legislation and regulations as it relates to personnel and WC MN EMS activities.
- Facilitate the work of the Board of Directors:
- Plan and facilitate the meetings of the Board, committees and membership.
- Prepare agendas in cooperation with President and Committee Chairs or Work-group.
- Coordinate committee activities.
- Implement, facilitate and/or coordinate completion of the activities as directed by the Board of Directors.
- Inform the Board of Directors on a regular basis through written and oral communication.
