Overview:
The Assistant Chief Engineer is responsible for planning, organizing, and directing the activities of the engineering department staff in coordination with the Chief Engineer and Property Manager. This role involves investigating, estimating, planning, and scheduling labor and materials for all operational and capital projects. The position also includes administering maintenance service contracts in conformance with established policies, procedures, and regulations of the Durst Organization Management Standards. Additionally, the Assistant Chief Engineer manages and implements efficient work policies, procedures, and PM programs, measures the Engineering Department's work performance, and provides recommendations for improvements that will benefit the asset in cost savings and work standards. The Manager maintains relations with property managers and outside consultants or vendors contracted by the facility.
This is a Local 94 union position and will be based at One Bryant Park. The shift and schedule for this position will be Monday-Friday from 7:00am-3:00pm. The days off will be Saturday and Sunday.
Salary Range (Minimum/Maximum): $56.30 per hour.
Responsibilities:
- Provide leadership to the Union Labor Operating Engineering staff to develop operational culture and improve overall building performance.
- Utilize engineering and technical resources to continuously assess, analyze, improve operational effectiveness, and achieve overall building operational plans.
- Provide technical support for the facility in terms of plant operations, critical utilities, operations cost control, and overall equipment effectiveness.
- Assure that all systems and equipment in the facility are compliant and in top operational condition by maintaining an appropriate preventative/predictive maintenance program and calibration program.
- Manage facility improvement processes through continuous review of safety programs, operational and capital budgets, and tenant comfort audits.
- Ensure all projects comply with Durst Organization Management.
- Ensure compliance of staff with comprehensive Durst Organization training programs to promote continuous career-oriented development.
- Establish and maintain relationships with all departments, both internal and external, through communication and by attending project meetings.
- Develop yearly operations plans including capital improvement projects.
- Provide weekly operations reports to building management on department progress and milestones.
- Initiate work orders, assign to staff as applicable, follow up, and verify completion of work.
- Manage monthly or periodic inspections of building systems, i.e., HVAC, MEP, and physical locations within the property maintained by the Engineering department.
- Prepare detailed reports of exceptions and recommend corrective actions.
Qualifications:
- Proven work record of at least 5 years in a large Commercial Office building, Medical Center, or University Campus environment supervising a unionized workforce of 5+ members scheduled on multiple work shifts.
- Able to troubleshoot HVAC and Electrical systems and provide recommendations for repairs.
- Administer service contracts for HVAC & MEP systems and provide reporting to Property managers.
- Experienced in the inspection, testing, and maintenance of Fire Suppression standpipe/sprinkler systems in accordance with NFPA standards.
- BOMI RPA, SMT, and/or SMA certification preferred.
- Proficiency in Microsoft Excel, Word, and PowerPoint required.
- Experienced and proven record of setting up and administering CMMS software (AWARE Manager or equivalent) including use of Mobile Apple iOS devices for work order completion.
- Generating PM work orders and closing tenant-generated work orders, tracking equipment repair history, warranty tracking of equipment, service vendor maintenance and repair tracking, equipment database management, and administration.
- Track and manage parts and material inventory, generate requisitions and/or Purchase Orders to maintain stock above predetermined levels.
- Experience in the operation of Central Plant Chillers, multi-stage direct expansion (DX) water-cooled packaged AC equipment, and/or Modular Chillers.
- BATC system or equivalent BATC control system experience.
- Knowledge of construction (MEP, Architectural, schematic) drawings for service and troubleshooting mechanical systems.
- Experience with steam heating systems, plumbing, and domestic water systems.
- Experience working on Emergency Power Systems – Generators, diesel fuel transfer system controls, Automatic Transfer Switches, and Priority Control Switchgear.
- Proficient and knowledgeable in the supervision of mechanical repairs of all types of HVAC equipment.
- Proven work record of safe work practices and efficient time management skills.
Certificates, Licenses, Registrations:
- Able to obtain fire safety Certificates of Fitness from FDNY and complete OSHA courses in areas of confined space, fall protection, Construction Safety & Health Course.
- Valid New York City Fire Department Refrigeration Machine Operator Certificate of Fitness Q-01 with a minimum of 10 years continuous experience in the industry.
- Possess and maintain the following FDNY Certificates of Fitness to operate and inspect building systems:
- A-35 Operate Air Compressor
- F-01 Citywide Fire Guard for Impairment
- F-60 Fire Guard for Torch Operations
- F-89 Fire Life Safety Director
- G-91 Supervision of Natural gas Co-Generation Systems
- S-12 Supervision of Sprinkler Systems
- S-13 Supervision of Standpipe Systems
- P-98 Fuel Oil Piping and Storage System
