Oak Hill is seeking a dedicated Director of Facilities to join our facilities team. This individual executes, manages and directs all aspects of facility maintenance and construction operations for assigned state-wide locations, including functions and contractors responsible for completing work, maintenance and program requirements involving construction (new, rehab, repair) and specialty projects. The Director of Facilities oversees all involved department employees, consultants and contractors to ensure construction, contracts and agreements are implemented and completed to the expected standards and meets all state, local and federal laws, codes and regulations.
Minimum Requirements:
- Bachelor’s Degree preferred, or 10 years’ experience in lieu of bachelor’s degree, in organizational management, Engineering or Construction Management including rehab construction. Must commit to continuing education, such as college credits, professional development opportunities, and certifications.
- Valid driver’s license required, and Commercial Driver’s License (CDL) preferred.
- Strong oral, written and technical communication skills.
- Technically adept in vehicle and construction equipment, building and equipment maintenance programs and computer databases.
- Think strategically and balance long-term vision goals.
- Read and work from blueprints, diagrams, and written instructions.
- Strong negotiation skills with outside vendors and internal stakeholders.
- May be required to work some holidays.
Responsibilities:
- Procure and review proposals, services and construction quotes to ensure the highest quality and performance while staying within budgetary requirements.
- Prepares Grand and Bond funding applications for capital improvements as needed in collaboration with the Development Department.
- Work directly with the Senior Director of Facilities and the Finance Department to create, and continually review the annual capital budget for all capital assets.
- Plan, direct, coordinate all objectives and elements of the established capital budget.
- Establish a master work plan and schedule for each project phase.
- Procure bids, negotiate with, hire, supervise and manage contractors, subcontractors and agency employees for each project in consultation with the Senior Director of Facilities.
- Oversee and implement the Asbestos Management Plan for the organization’s buildings and all leased space.
- Participates in assigned leadership meetings, Board of Directors meetings for facility discussions and ad hoc work groups as needed.
- Seeks and facilitates the securing of new properties as needed in collaboration with the Senior Director of Facilities.
- Coordinates the integration of the organization’s telecommunication systems in collaboration with the Senior Director of Information Technology.
- Coordinate all facets of property maintenance, rehab, special projects, construction and grounds to meet overall organizational goals including programmatic requirements for individuals served.
- Manage all issues of job site safety and security for all individuals served, employees and vendors at various project sites while meeting Occupational Safety and Health Administration (OSHA) standards.
- Continually evaluate and analyze the condition and energy efficiency of the agency’s infrastructure and each mechanical and energy system utilized.
- Summarize the immediate and long-term needs at each physical location for the Senior Director of Facilities and the Finance Department.
- Inspect work to ensure it is completed in compliance with executed contracts/statement of work, applicable codes and licensing and meets organization standards.
- Maintain compliance and meet with all applicable federal, state and local officials.
- Remain abreast of current public health and Department of Energy & Environmental Protection (DEEP) codes affecting facilities, their waste and potable water systems.
- Ensure that facilities meet all DEEP license regulations regarding fuel oil storage and gasoline dispensing equipment.
- Ensure conformity with all Housing & Urban Development (HUD) related protocols and compliance issues.
- Conduct OSHA accident investigations for occupational injuries in collaboration with the HR Team.
- Oversees and implements strategies for a safe and healthy physical work environment.
- Responds to after-hours calls for evenings, weekends and holidays as needed.
- Investigate, analyze and remedy all Health & Safety team reported physical plant related issues.
- Conduct routine safety inspections to identify potential hazards.
- Responsible for maintaining the cleanliness of all assigned facilities.
- Provides guidance and direction to non-supervisory employees to assist in their professional development.
- Develops and maintains an effective organization through the responsibility of hiring, supervising, assessing and if needed disciplining of subordinate employees.
- Responsible for approval of time off requests, weekly timesheets including the approval and monitoring of overtime.
