The Director of Facilities Management reports to the Vice President for Finance and Administration (VPFA) and is responsible for oversight and maintenance of college facilities, including grounds, building maintenance, custodial services, utilities, construction management, energy management systems, and safety/security systems in order to ensure a safe and functional environment that meets the needs of students, faculty, staff, and visitors.
This position works on-site in Jackson, MS. Regular work hours are from 7:30 am – 4:00 pm. This position is designated as Essential Personnel and must report to work in the event of an emergency or disaster that forces the suspension of classes and/or closing of offices or for other events deemed appropriate by the VPFA or college President. Evening and night hours and occasional weekend work will be required.
Job Duties
- Develop and implement facility management policies and procedures.
- Lead the facilities management team. Ensure staff receives training related to specific job tasks and responsibilities and encourage and support staff development.
- Oversee routine maintenance of mechanical, electrical, HVAC, and plumbing systems.
- Manage preventive and corrective maintenance programs.
- Manage relationships with contractors, vendors, and service providers.
- Negotiate contracts with vendors and service providers.
- Ensure compliance with safety regulations, building codes, and industry standards. Ensure compliance with occupational health and safety regulations.
- Ensure compliance with college, state, federal and local regulatory requirements, as well as, environmental impact issues.
- Develop and manage the facilities departmental budget, ensuring accountability and adherence to fiscally sound best practices.
- Oversee emergency preparedness and response planning, including fire and life safety protocols.
- Plan and implement ongoing improvements for ADA accessibility across campus.
- Ensure effective use of the computerized maintenance management system (CMMS) that collects work order requests and allows assignment and follow-up. Additionally, utilize the system to coordinate, evaluate, and plan all maintenance and preventive maintenance activities performed by the facilities management department.
- Stay current on industry trends and attend related training and conferences to create progressive systems and implement up-to-date strategies in facilities management leadership.
- Maintain the official college record of all drawings, layout, and design standards of the facilities.
- Administer engineering documentation necessary to maintain current as-built drawings, warranty information, building system and equipment operating and maintenance manuals.
- Supervise and oversee custodial services and grounds. Ensure cleanliness and proper functionality of buildings and grounds.
- Work in collaboration with the conference services department to assist with event set-up needs.
- Work with campus colleagues and leadership to coordinate essential facilities management support at special events, athletic activities, department moves and changes.
- Manage construction, renovation, and relocation projects. Ensure projects are completed on time, within scope, and within budget.
- Coordinate with architects, engineers, and contractors for capital improvements.
- Lead by example with a critical focus on delivering the highest level of customer service both in interaction with constituents and in delivering quality and timely resolution to work orders.
- Prepare reports and provide updates to senior leadership regarding the status of facilities and projects.
- Perform other duties as assigned.
Qualifications
- Bachelor’s degree required; preferably in engineering, architecture, construction management or related field.
- Requires 7 – 10 years of progressively more responsible experience, some of which must have included construction, physical plant maintenance and supervision responsibilities for skilled and unskilled maintenance employees.
- Strong leadership and team management skills.
- Excellent communication and negotiation abilities.
- Problem-solving and decision-making expertise.
- Proficiency in facilities management software and tools.
- Knowledge of safety and environmental regulations.
- Must be accessible and available in the event of emergencies or when needed to meet the ongoing needs of the college.
- Must possess and maintain a valid Mississippi Driver’s License.
