New America is seeking a Deputy Director to lead day-to-day implementation of the Partnership to Advance Youth Apprenticeship (PAYA). The Deputy Director will translate strategic priorities into actionable work plans and manage multiple work streams to meet the goals of the initiative.
The Partnership to Advance Youth Apprenticeship (PAYA) is a multi-year, collaborative initiative led by New America that supports the success of efforts in states and cities to expand access to high-quality apprenticeship opportunities for high school age youth. The Partnership convenes and mobilizes the expertise, experience, and collective networks of national, state, and regional partners to:
- Support place-based partnerships to increase the number of youth apprenticeship programs aligned to PAYA’s Definition & Principles for High Quality Youth Apprenticeship
- Facilitate learning and innovation to support the wide-scale adoption of best practices and enabling policies across a growing field
- Strengthen the case and evidence base for youth apprenticeship to raise awareness and to mobilize policy, action and investment.
The Partnership to Advance Youth Apprenticeship sits within the Postsecondary Pathways for Youth portfolio within the Center on Education & Labor (CELNA). CELNA is a part of New America’s broader Education & Work division.
Responsibilities:
The Deputy Director will ensure the successful delivery of programming, technical assistance, and written products by developing and overseeing execution of a multi-partner implementation plan aligned to PAYA’s overall strategic vision. Specific areas of responsibility include:
Stakeholder Relationships & Management (35%):
- Build and maintain strong relationships and partnerships with a range of stakeholders such as partners, consultants, and place-based program leaders & partners (including intermediaries, education institutions, workforce agencies, and employers).
- Manage several contract and grant relationships with research & technical assistance partners, vendors, and place-based grantees to ensure deliverables are met and work is high-quality and delivered in a timely manner.
- Develop application, reporting, and technical assistance strategy for PAYA’s Phase 4 grant program(s).
Staff Management & Project Operations (35%):
- Develop and manage a small team of staff members with potential to grow the team as strategy and funding dictates.
- Oversee smooth operation of internal systems (e.g. CRM, project management tools, Drive files) and regular external communications (e.g. newsletters and partner communications).
- Serve as the main point of contact representing PAYA in relationships with internal teams including Communications, Operations, Finance & Grants, IT, etc.
Strategy & Thought Leadership (30%):
- Lead and oversee the production of original analysis, tools, and resources to share learnings and stories of progress through PAYA with multiple audiences.
- Serve as a public expert on youth apprenticeship, representing PAYA and New America at conferences, meetings, and occasionally in the media.
- Working closely with PAYA’s Executive Director, contribute to the development of PAYA’s strategy, as well as grant proposals and the submission of grant deliverables.
The Deputy Director will report to the Director, PAYA and within their first 6 months take on direct supervisory responsibilities for 3 to 5 staff members. The Deputy Director will serve as a member of the Education & Work Cluster’s Management group.
Requirements:
- 10+ years of professional experience supporting and leading complex projects, programs, or initiatives and has demonstrated success with increasing responsibility throughout a career.
- Demonstrated ability to translate strategic vision into actionable implementation plans and can balance details and timelines with larger strategic priorities.
- Strong project management skills and the ability to prioritize and delegate tasks effectively.
- Excellent communication skills and a demonstrated ability to build relationships with a wide array of diverse stakeholders, both internally and externally.
- Contract and grants management experience.
- Subject matter expertise in apprenticeship, work-based learning, career and technical education, and/or post-secondary pathways policy, practice, and programs.

Preferred Qualifications:
- Successful track record in developing proposals and liaising with philanthropic partners to secure grant funding.
- Experience delivering technical assistance and developing adult learning opportunities.
- Flexible, creative and collaborative orientation toward problem solving.
- Comfort managing in matrixed organizations.
This is a hybrid position. Preference will be given to candidates based in the Washington, DC metro area who can work in New America’s office Tuesdays and Wednesdays. Occasional travel to meetings & events will be required (approx. 10-15% time).

This position is a full-time role with benefits. New America offers a highly competitive benefits package that includes health care, dental, and vision coverage; a generous retirement plan; observes all federal holidays; 20 days of paid time off (combined vacation and sick days) in your first year of employment and 30 days of paid time off in subsequent years; 12 weeks of paid parental leave; and an office-wide closure between Christmas and New Year. New America uses organization-wide pay bands. The starting salary range for this role is $120,000-$135,000.
