About the Job
The role of the Director of Supply Chain is to lead their team in support of the Construction Department through sourcing, negotiating and procurement of critical path & price sensitive products and services. This position will be responsible for identifying and abating supply chain disruptions and maximizing cost savings opportunities through implementation of creative competitive pricing environments and creative negotiations in supply agreements. As a Developer of Multifamily Apartments, with in-house Construction, JPI requires effective process and team management throughout the project lifecycle to deliver on time, on budget, high-quality projects that have increased control and predictable results for the company and our Investors.
Essential Functions & Responsibilities
- Drive culture within the Strategic Sourcing Department, and the company, by continuously exhibiting and promoting JPI's established core values and guiding principles.
- Provide procurement strategy, policy, and leadership of support efforts for securing best-in-market and best-in-class pricing and supply chain security on identified products, trade partners and equipment for all active and pipeline development projects.
- Actively and effectively coordinate Strategic Procurement efforts in alignment with Design, Preconstruction, Operations, and Trades Department needs and objectives.
- Develop and manage strategic relationships with Suppliers, Vendors and Trade Partners to facilitate and execute purchasing agreements for the benefit of JPI's development activities.
Department Core Functions
- Review market assessments and supply chain studies to anticipate shifts in market forces, identify greatest impact risks to projects, identify optimal pricing advantages, and determine negotiating power/position of Trade Partners.
- Identify, develop, and implement creative procurement policy and strategy to minimize project schedule impacts and project budget risks based on agreed parameters from Development and Construction Operations Departments.
- Determine alternative opportunities and solutions through utilization of emerging opportunities and evolving technologies/products to minimize risk and protect continuity of project schedules.
- Develop business requirements, scopes of work, and service level requirements for procurement agreements.
- Develop and implement requests for proposal processes.
- In coordination with Trades, Construction Operations and Development Department, negotiate and execute multi-project vendor frame agreements for products and labor services to achieve optimal price and production terms with Vendors & Trade Partners.
- Negotiate and execute marketing, customer loyalty, and rebate programs with Vendors and Trade Partners.
- Develop and manage for continuous improvement of single and multi-project vendor frame agreements.
- Coordinate with Trades, Development and Operations Departments to determine Required on Job (ROJ) dates for "at risk" products and services.
- Monitor ROJ dates and assist Operations in notices of release to Vendors and Trade Partners for fabrication.
- Review and evaluate relationships with existing Vendors and Trade Partners. Actively develop new relationships and strengthen existing relationships.
- Provide reporting and communicate Strategic Procurement status updates to the Development Department, Construction Operations Department, and the Vice President of Preconstruction.
- Attend and contribute in meetings related to upcoming projects, project budgets, project status, staffing, design, and others as may be necessary.
- Develop and train members of the Strategic Procurement Team in best practices, methodologies, policies, procedures, and technologies.
- Ensure strict adherence to all JPI ethics and compliance requirements.
- Drive for accountability and ownership of work product from the project team and associated JPI departments.
Non-Essential Functions & Responsibilities
- Provide leadership and actively collaborate in development of JPI intermediate and long-term strategic plans.
- Expand and strengthen JPI's Trade Partner and Supplier Database.
- Ensure that JPI's prequalification program for Trade Partners and Suppliers is being appropriately utilized.
- Investigate, review, and pursue innovative products, systems, and technologies.
- Request feedback on performance of Strategic Procurement Department from Development, Construction, & Design Departments. Propose and implement changes as necessary to improve function.
- Update, revise, and as necessary, create department specific Policies and Procedures.
- Provide training for Construction Operations and Preconstruction personnel on best practices for procurement.
Education, Work Experience, & Physical Requirements
- Bachelor of Science in Architecture, Engineering, Construction Management, or related field of study. Bachelor of Arts in Supply Chain, Purchasing or Procurement is preferred.
- 10+ years of work related experience preferred.
- Minimum of 10 years of experience in Procurement and Supply Chain Management with at least 5 years as a Director or Senior Management Role.
- Preferred candidates will possess at least 3 years of experience in multi-family construction with background in Estimating / Preconstruction, or Construction Operations for a Developer or General Contractor in the Multifamily, Commercial, Resort, or Hospitality fields on projects valued between $15MM to $100MM.
Fluency in multiple software programs preferred:
- Procore
- Bid Solicitation (SmartBid or Building Connected)
- Takeoff & Quantification (Onscreen, Bluebeam, Planswift, and /or similar)
- Plan Review (Plan Grid and/or similar)
- MS Office Suite (Excel, Outlook, Word, and PowerPoint)
- Excellent ability to read, interpret and translate technical specifications and drawings.
- Ability to multitask, coordinate, and manage multiple projects and teams simultaneously.
- Strong attention to detail and exceptional problem-solving skills.
- Exceptional leadership, managerial, relationship management, and organizational skills.
