This job is open toDuties The IEV Associate Director is responsible for providing leadership, policy development, program accountability, and budget formulation for interpretation and education programs. The Associate Director leads the NPS visitor experience programs that will serve millions of additional visitors, helping the American public engage with relevant meanings about parks so that they might support and care for parks.
These programs include service-wide volunteerism, military and veteran engagement, the Junior Ranger Experience, Historic Weapons and Living History, Artist in Residence, Interpretation Planning, Digital Experience, Visitor Experience Planning, Community Engagement, Commemorations and Anniversaries, Every Kid Outdoors; the NPS Parks as Classrooms Program, Cooperating Associations, and interpretive media assets within the overall framework of the mission of the NPS. The Associate Director is also responsible for:
- The executive direction and line management of subordinate managers for each of the functional areas.
- Managing interpretive activities including developing policies, initiatives, standards, and guidelines for interpretive activities in the natural, historical, urban, and recreational parks which will encourage innovative and effective park programs.
- Implementing comprehensive interpretive plans (CIPs) that serve as the backbone of interpretive and educational program planning and direction.
- Leading through excellence in interpretation and education, achieved through specific visitor activities, interpretive media, ongoing scholarly research, planning, technical excellence in implementation, broad public input, continual reevaluation, sound business practices, and training to professional standards for all who provide interpretive services within the NPS.
- Developing strategic planning and conducting periodic reviews of goals and program activities; maintaining effective working relationships with cooperating associations, volunteers, the educational community, and professional interpretive organizations.
- Serving as a representative of and counsel to the Director on bureau-wide strategic initiatives and operations and serving as an NPS witness before Congressional committees.
- Representing NPS at Departmental or Inter-departmental conferences on matters within assigned program areas, with authority to commit the NPS to new or modified policies or courses of action.

QualificationsWe are looking for a candidate with executive-level leadership and management experience in delivering visitor and interpretive services and environmental education programs of the highest quality; who has experience building strong partnerships and community relations; managed volunteer and community engagement programs; who has successfully managed a large, geographically dispersed organization; and has attracted and retained a highly skilled and diverse workforce.
To meet the minimum qualifications for this position, you must show that you possess the Technical Qualification and Executive Core Qualifications listed below. An individual's total experience and education must demonstrate the ability to perform the duties of an executive-level position. To be considered, you must submit a comprehensive narrative statement that addresses the Technical Qualification (TQ) and each Executive Core Qualification (ECQ). Applicants who do not submit a supplemental narrative statement that addresses each of these factors separately will not be considered.

Each TQ narrative response must 1) not exceed two pages; 2) include specific examples of your experience, education, and/or accomplishments; and 3) address specific challenges, context (situation), actions, and results.
- Describe the breadth of your experience and expert knowledge in managing a complex visitor experience portfolio, which includes interpretation and education programs, cooperating associations and partnerships, volunteer and community engagement programs, commemorative events and programs, entrepreneurial management, training, and development of comprehensive program evaluations.
Executive Core Qualifications (ECQ) *Required Documentation*: The ECQs are designed to assess executive experience and are required for entry to the Senior Executive Service. You must demonstrate exceptional leadership, managerial and people skills; and know how to build partnerships and communicate with customers. ECQ narratives must not exceed ten pages in total.
