Assistant Vice President of Compliance
The Housing Opportunities Commission of Montgomery County (HOC) was established in 1974 to better respond to the County's need for affordable housing. HOC is authorized to acquire, own, lease, and operate housing; to provide for the construction or renovation of housing; obtain financial assistance from any public or private source to assist its housing activities; and arrange for social services, resident services, and daycare.
Job Description
The Assistant Vice President of Compliance will report directly to the Vice President of Compliance and will be primarily responsible for ensuring that the Agency and its divisions comply with all relevant regulatory obligations. This includes federal laws, HUD regulations, state laws, county requirements, and Agency policies. The role involves overseeing compliance staff, investigating discrepancies, developing corrective action plans, and ensuring that the Agency's Administrative Plan for housing programs is current. Additionally, the position entails drafting policies, procedures, and budgets related to compliance, and conducting training sessions for staff.
This role requires a comprehensive understanding of affordable housing regulations, strong leadership abilities, and the capacity to manage compliance across multiple programs effectively. The Assistant Vice President of Compliance plays a crucial role in ensuring that the Agency adheres to all legal and regulatory requirements while fostering a culture of compliance and continuous improvement.
Examples of Duties:
- Ensure compliance with federal, state, and local laws and regulations related to affordable housing programs (e.g., Low Income Housing Tax Credit (LIHTC), HOME, Project Based Rental Assistance (PBRA), Project Based Voucher (PBV)).
- Analyze and interpret new legislation and regulations, draft policy initiatives, and update Standard Operating Procedures.
- Conduct compliance training, increase employee awareness, and ensure staff knowledge of compliance policies.
- Ensure Grievance Procedures comply with HUD and Agency policies.
- Maintain effective relationships across Agency divisions to address compliance needs and provide solutions.
- Develop the annual compliance budget and ensure financial goals are met.
- Serve as an internal expert on landlord-tenant laws, fair housing policies, and other compliance-related aspects of property management.
Minimum Qualifications:
Education: Bachelor's degree in Social Science, Business Management, or related field (Master's preferred).
Experience:
- At least Ten (10) years of experience in affordable multifamily residential compliance, with a focus on programs like LIHTC, HOME, PBRA, and PBV.
- At least Seven (7) years in a management or supervisory role within affordable housing.
Knowledge, Skills and Abilities:
- Strong leadership, management, and organizational skills.
- Excellent communication (both oral and written) and interpersonal skills.
- Ability to maintain confidentiality and discretion.
- Proficiency in MS Office and database administration.
Licenses and Certifications:
- LIHTC certification is mandatory.
- Additional certifications such as LIHTC-Advanced, Housing Choice Voucher (HCV), HOME Certification, Assisted Multifamily Housing Manager, and Blended Occupancy are required within the probationary period.
*Grade 29: Min: $84,701 Mid: $114,238 - Max: $143,774 | Salary determined by departmental budget- Offer commensurate with experience
