Position Overview: The Congressional Budget Office (CBO) is seeking an experienced IT Developer to provide technical support and expertise in the development, deployment, and maintenance of software applications. The IT Developer will work closely with the Information Resources Management and Technical Services Unit (IRM&TS) to ensure optimal performance of applications and systems.
Key Responsibilities:
- Develop, deploy, and maintain software applications using C#, ASP.NET MVC, Web API, JavaScript, jQuery, Node.js, AWS, SQL, and GitHub Enterprise.
- Automate tasks using scripting languages such as Bash, PowerShell, or Perl.
- Design and maintain user interfaces (UI) with HTML, JavaScript, and CSS; work with JavaScript libraries like jQuery, Node.js, and Bootstrap.
- Develop and maintain data in relational databases with a focus on SQL performance tuning.
- Implement security features, including authentication, authorization, and data protection using ASP.NET Core.
- Troubleshoot technical issues and optimize application performance.
- Run and monitor software performance tests, administer critical analysis of test results, and deliver solutions to problem areas.
- Install and upgrade software products as required.
- Collaborate with development teams and provide technical guidance to enhance functionality.
Qualifications:
- Education: Bachelor's degree in an IT-related field (preferred).
- Experience: 8-10 years of experience in software development, deployment, and maintenance.
- Skills:
- Proficiency in developing applications and backend services using C#, ASP.NET MVC, Web API, JavaScript, jQuery, Node.js, and CSS.
- Strong experience with cloud services, particularly AWS.
- Expertise in SQL, including stored procedures, functions, and performance tuning.
- Proficiency in using ASP.NET Core, MVC architecture, RESTful APIs, and middleware.
- Experience in developing responsive web applications using Bootstrap.
- Familiarity with GitHub Enterprise for version control.

- GitHub Actions Certification
- AWS Certified Developer
Security Requirements:
- Clearance Level: Public Trust Tier 2
- Must pass a favorable FBI criminal check and be fingerprinted by the U.S. Capitol Police.
Work Schedule:
- Core work hours are 9:00 AM to 5:00 PM Eastern Time.
- Expected to work up to 20 hours per week.
- On-site presence required one day a week (primarily Tuesdays).
