Position Overview
The CFO plans, directs, and manages the Tribe’s overall financial plans and policies under the oversight of the CEO. This position ensures the efficiency of the Tribe’s financial operations and coordinates the necessary and appropriate financial reporting for the organization.
Duties and Responsibilities
- In coordination with the accounting staff, maintain accounting records of the Tribe to ensure integrity and accuracy in compliance with generally accepted accounting principles.
- Monthly review of general ledger to ensure correct and appropriate coding to grant/funding sources and locations.
- Prepare monthly finance reports, submit to CEO for review, and distribute to program managers.
- Prepare quarterly, periodic and annual grant reports for all funding agencies.
- Prepare financial reports to submit to CEO for review by the Tribal Council.
- Monitor and reconcile bank accounts monthly.
- Provide financial data submissions as needed to granting and other outside agencies (e.g. HRSA UDS report, SOA TMAC program, etc.)
- Work with outside auditors at year-end to provide necessary support and assist in preparing schedules, invoices, explanation of supporting materials and procedures. Prepare any other necessary data.
- Assists program managers and Grants managers with budget preparation. Coordinates combined annual organization-wide budgets to submit to CEO and Tribal Council for approval.
- Review monthly payroll for accuracy prior to commitment. Serve as backup to Homer Accountant for monthly payroll processing.
- Develop and ensure approval of Negotiated Indirect Cost Rate Agreements (NICRA) with Federal oversight agencies.
- Prepare and perform monthly drawdowns from granting agencies. Maintain records in Accounting system/files.
- Provide monthly financial reporting regarding the performance of the clinical operations revenue cycle. Set goals and manage revenue cycle through oversight of lead biller and billing team to monitor and measure impact of clinic financial operations.
- Maintain detailed awareness of the financial affairs of the Tribe and ensure timely, accurate reporting of financial information for use in decision-making.
- Direct and mentor the accounting team including the Homer Accountant, Seldovia Accountant, A/P Clerks Homer and Seldovia, and lead biller as well as any contractors hired to support financial functions of the organization.
- Upload/submit ACH payments through the bank.
- Provide financial data for annual insurance renewal and worker’s comp auditing.
- Review and reconcile monthly payroll liability accounts against vendor invoices and payroll deductions/contributions.
- Maintain current and accurate accounting policies and procedures.
- Participate in SVT Committees and provide financial guidance and deliverables as needed.
- Serve as part of the executive leadership team to help develop and track progress on overall organizational goals.
- Perform other duties as assigned by CEO.
Specifications (Certifications, licensure, prerequisites, special considerations)
- Knowledge of GAAP, GASB, and OMB Circulars, including principles and practices of management and fund accounting, finance and business administration.
- Knowledge of Local, State, and Federal regulations.
- Knowledge of managerial and statistical analysis techniques and reporting procedures.
- Ability to communicate effectively both verbally and in writing.

Required Qualifications
- Bachelor’s degree in Business Administration or Accounting/Finance required.
- Additional education in an accounting-focused program and/or fulfillment of State of Alaska CPA Licensure requirements desirable.
- 5-7 Years of experience in a senior accounting position.
- Mac and PC literate, knowledge and use of Word and Excel spreadsheets.
- Ability to use computerized accounting systems.
- Requires hand-eye coordination, manual dexterity, hearing and sight sufficient to operate computer keyboard and office equipment such as fax, copier, scanner.
Travel Requirements
Travel between Seldovia and Homer is required by plane or boat.

An individual in this position may be exposed to communicable diseases or hazards common to a childcare setting. Work environment may be noisy. Some work outdoors where exposure to natural elements including but not limited to sunlight, rain, wind, and insects may take place.
