The Department of Corrections (DOC) is seeking a highly motivated, dynamic, and qualified individual to fill the position of Deputy Chief Medical Officer.
The Deputy Chief Medical Officer will work under the supervision of the Chief Medical Officer (CMO) to direct and administer medical care for incarcerated individuals (I/I) within the Department of Corrections (DOC), and to participate in the oversight and administration of all health care services in DOC.
Develops and implements policies, protocols, procedures, and guidelines to provide effective and efficient medical services in DOC. Participates in the DOC Health Services (HS) Leadership team overseeing all health care for I/I's in DOC custody and promoting access to adequate health care in the community.
- Participates in establishing and ensuring adherence to DOC clinical policy, protocols, and procedures, consistent with DOC's mission, statute, case law, policy and standards, strategic plan, organizational objectives and structure, and professional ethics.
- Know DOC policy and HS protocols and procedures, including the DOC Health Plan and DOC Formulary and help ensure faithful fulfillment of these in DOC clinical practice. Where needed, assist in revising or developing new policy, protocols, and procedures to promote the DOC and HS mission.
- Communicates effectively with DOC medical staff, staff and leaders in nursing, mental health, psychiatry, dental, pharmacy, and allied health disciplines to maintain fidelity to DOC HS policy, protocols, and procedures.
- Helps to develop and maintain evidence-based clinical guidelines as needed to support high quality, efficient health care in DOC facilities.
- Performs onboarding, training, and clinical oversight of newly hired Facility Medical Directors and other clinicians as needed.
- Participates in HS Leadership team as the designated leader for Primary Care Service Line, working collaboratively with clinical discipline leaders and administrators at both the Headquarters (HQ) and facility levels, and across divisions within DOC as needed.
- Is a key leader for Patient Centered Medical Home and the leader of Primary Care Service Line.
- Regular participation in HS Leadership team meetings and Facility Medical Director meetings. Participation in other leadership meetings as needed.
- Participates in and chairs, as needed, the medical Care Review Committee.
- Supports and mentors Facility Medical Directors (FMDs) and serves as backup FMD as needed.
- Is always available, or arranges for appropriate backup, for consultative assistance and authorization functions as needed.
- Participates in formal clinical oversight according to facility and DOC HS clinical oversight structure.
- Participates in quality improvement at both the facility and statewide levels.
- Participates in Coordinated Quality Improvement Program (CQIP) activities at statewide and facility level as assigned.
- Assists in planning and coordination of annual medical education conference.
- Serves as clinical monitor for FMD's.
- Serves as a clinical monitor for Specialty Service Lines (i.e., Gender Affirming Care, Orthopedics, Cardiology, Optometry, Physical Therapy, etc.).
- Participates on or leads investigation teams on critical incident reviews or reviews conducted within CQIP.
- Performs clinical administrative duties as assigned.
- Responds to healthcare related level III grievances as requested.
- Consults with legal and risk management staff in managing tort claims, lawsuits, and other legal challenges.
- Backs up CMO in CMO's absence. Serves as the on-call statewide Medical Duty Officer as designated by the CMO.
- Participates in HS extended leadership team.
- Participates in cross-divisional work groups as assigned.
- Represents DOC health services in interagency matters as assigned.
- May include participation in the Washington State Health Technology Assessment Program.
- Participation in other interagency work groups as assigned.
- Presents information or testifies at legislative hearings or workgroups as assigned.
- Testifies in legal proceedings as assigned by the DOC or the Attorney General's Office.
Required Qualifications:
- Active, unrestricted WA MD or Osteopathic Physician license in good standing.
- Board certified in internal medicine, family practice, or acceptable equivalent.
- 5 years’ experience in direct clinical practice.
Preferred/Desired Qualifications:
- A Doctor of Medicine (MD) or Doctor of Osteopathic (DO) Degree.
- Master’s degree in health administration or public health or equivalent degree or 5 years health administration experience.
- Administrative experience adequate to demonstrate aptitude for the DCMO position.
- Experience in correctional health care.
