Position Summary
The Chief Technology Officer (CTO) plays a crucial role in driving innovation, overseeing the development and implementation of new systems, and ensuring that agency technological resources align with its business goals. This position will provide support to the Oklahoma Department of Mental Health.
Key Responsibilities
- Technology Strategy: Develop and implement agency technology strategy, aligning it with business objectives and identifying opportunities for innovation and growth.
- Product Development: Oversee all aspects of technology development and implementation, including product design, software development, infrastructure, and architecture.
- Security & Compliance: Partner with OMES security to ensure that systems are secure, compliant with regulations, and follow industry best practices regarding data security and privacy.
- Innovation: Identify and assess new technologies that could improve company performance, drive operational efficiency, and enhance the customer experience.
- Vendor & Partner Management: Establish and maintain relationships with external technology vendors, partners, and service providers to ensure the best solutions for the company.
- Budgeting & Resource Allocation: Manage the technology budget, ensuring cost-effective solutions and efficient use of resources.
- Risk Management: Proactively manage technology risks, including cybersecurity threats, and establish disaster recovery and business continuity plans.
- Collaboration with Other Departments: Work closely with other departments to understand their needs and ensure that technology solutions are effectively supporting the overall business strategy.
- Stakeholder Communication: Communicate technology strategy to the agency, keeping them informed about technological progress and milestones.
Education And Experience
Education and Experience requirements at this level consist of seven years of experience in computer or network operations, production control, programming or computer analysis, including five years in a supervisory, team leader or project manager capacity; or an equivalent combination of education and experience, substituting 12 semester hours in computer science or management information systems course work for each year of the required non-supervisory, leadership or management experience. NOTE: No substitution will be permitted for the required five years of professional supervisory, team leader or project management experience.

- Ability to design and implement new programs and processes.
- Ability to evaluate and anticipate the effect of change before implementation and responding appropriately to unexpected outcomes.
- Ability to work with a range of technical staff to develop joint solutions in project and ongoing support situations.
- Ability to achieve efficiencies through workflow improvement.
- Ability to communicate technology into business terms with customers at all levels.
- Proficiency with Microsoft Word, Excel, and PowerPoint.
- Skilled in team building, coaching and mentoring.
- Skilled at effectively communicating and promoting the department’s goals and objectives and how they fit into the mission and vision of the agency.
Preferred Qualifications
- Previous work experience as a Chief Technology Officer or another similar leadership role.
- Project management experience preferred.
- Knowledge of information security preferred.
