Job Description:
Parsons is seeking a dynamic Vice President of Technology Strategy to join our Defense and Intelligence (D&I) team. We are looking for an experienced and visionary leader who understands and anticipates our nation’s critical technology needs in the convergence of RF, Electronic Warfare, Signal Processing, Artificial Intelligence, and modern hardware architectures for application to emerging multi-domain operations missions. The ideal candidate brings a broad and deep technical background to propose novel solutions to these critical mission needs, working across Parsons and building partnerships with like-minded industry partners. As a Vice President of Technology Strategy, you will:
- Leads solutioning, architecture, and design to establish vision and roadmaps for impactful and scalable technology solutions, focused on Electronic Warfare, Signal Processing, and modern hardware architectures and applications. Apply analytical approaches to architect bespoke solutions to counter sophisticated and emerging threats.
- Identify, develop, and drive technology solutions through development of a full understanding of mission and customer requirements.Develops and executes comprehensive technology strategies. Evaluate and recommend emerging technologies that align with mission and operational needs. Engage across the D&I portfolio to develop a consistent integration strategy to drive future growth.
- Works closely with our Defense & Intelligence (D&I) Account Executive and Business Development Growth teams to support comprehensive market research to identify growth opportunities, emerging trends, and the competitive landscape.
- Be responsible for identifying, defining, planning, and establishing the initial execution of Electronic Warfare pursuits and programs across the D&I portfolio. Establish ownership of specific opportunities aligned to the technology strategy and drive the pipelining and business acquisition process.
- Leverage a network of customer and industry contacts based on familiarity with our customers’ major programs and upcoming initiatives. Expand Parsons’ presence into new and key related organizations across the DoD and IC.
- Identify and shape Internal R&D (IR&D) and Contract R&D (CR&D) efforts to enhance Parsons' capabilities for these missions.
- Oversee full system design lifecycle for complex systems, including requirements definition, design, implementation, algorithm development, verification, and maintenance of systems deployed within advanced computing environments or onto tactical mission platforms.
- Provide technical and programmatic leadership on executing programs that are consistent with the technology and mission profile. Lead diverse, multi-disciplinary teams to achieve program objectives on time and budget. Ensure program milestones are achieved and program risk is managed.
- Participate in internal efforts to analyze engineering processes and procedures and work with the technical team to institute improvements that benefit mission and customer.
You will engage in senior-level conversations both internal to the company, across the industry, and with customers. You will work with a team of like-minded individuals who are passionate about our mission and bring complementary subject matter expertise. You will have opportunities for both mentoring and mentorship within our organization. Finally, the ideal candidate is interested in joining a company with significant career growth opportunities that may include incubating and launching new organizations focused on these strategic growth initiatives, leading a business unit (Profit & Loss), and/or leading and managing technology development programs. This position reports to the Senior Vice President of High Consequence Missions (HCM) within Parsons D&I.Requirements:
- 15+ years of diversified experience in specialized technology development efforts functioning as a Portfolio Lead, Technical Program Manager, Senior Engineer, and/or direct customer mission experience.
- Demonstrated ability to conduct customer community outreach, building and executing customer contact plans to position Parsons' capabilities at the most senior levels - as well as influencing requirements and acquisition strategies.
- Ability to build and maintain a documented technology strategy and roadmap that identifies strategic mission and technology thrusts, investments, and opportunities within a technology and mission domain orientation.
- Established industry and government relationships, understanding, and track record of growth in the EW community, focused on special programs, high-end technology integration, and maturation and fielding of special technologies.
- Relationship builder who creates strategic alliances with organization leaders to align our capabilities, experience, investments, and resources.
- Proven track record to build and successfully execute technology development strategies that have led to the creation and successful execution of large programs (i.e., $50M or greater).
- Understanding of current technology trends, mission needs, and competitive technical solutions in this space.
- Deep technical subject matter expertise and experience and knowledge in the Electronic Warfare, Signal Processing, Radio Frequency, and hardware development domains – especially with application of artificial intelligence and specialized hardware approaches to solving critical and emerging problems.
- Demonstrated ability to communicate, present, and influence credibly and effectively at all levels of the organization, including executive and C-level.
- Must be willing and able to travel, as required, 5-20%.
- TS clearance with eligibility for SCI and SAP.
