About the Position
The Executive Director, 4DBio3 serves to advance high-quality research and education by promoting an environment that fosters collaboration and commitment to the Center mission and vision. The main objective of this role will be to oversee Geneva and the Uniformed Services University (USU) Center for Biotechnology (4DBio3) engagements with USU leadership and external collaborators to facilitate the execution of collaborative research and technology evaluation endeavors, as well as implementation of 4DBio3 education & outreach initiatives. In partnership with the Director of the USU Center for Biotechnology (4DBio3), the Executive Director, 4DBio3, has day-to-day oversight of diverse fiscal, administrative, and programmatic activities of the Center. The Executive Director will serve as a reliable ally and proxy for the Center Director when appropriate. The Executive Director, 4DBio3 shall provide senior leadership level review, vetting, and decision making on behalf of the Center Director when the Center Director is unavailable. The Center operates as a matrixed organization. The Executive Director, 4DBio3 serves as the functional leader of the program management and technical teams within the Center.

Salary
$165k. Salaries are determined based on several factors including external market data, internal equity, and the candidate’s related knowledge, skills, and abilities for the position.
QUALIFICATIONS
- Master of Business Administration (MBA), Master of Health Administration (MHA), or related Master’s degree required; doctoral degree preferred
- 5+ years' experience and knowledge of working with Uniformed Services University (USU) preferred
- Minimum of 10 years of sponsored research management experience in a supervisory or leadership role at an active non-profit, academic health center, university or government agency required
- 10+ years’ experience in developing research program strategies and plans
- 8+ years’ direct experience interpreting and implementing federal and non-federal sponsor guidelines and regulations required
- Demonstrated experience in stakeholder engagement and building partner networks
- 8+ years’ experience with successfully developing and executing contracts and grants for sponsored research
- 8+ years working knowledge of military medical system required, especially prior research experience in DoD (MHS/DHA) and/or other Federal Agencies
- Excellent communication skills with the ability to convert strategic vision into sound operating business plans and processes with the experience necessary to effectively focus and motivate employees
- Proven ability to solve complex technical and management problems in a timely and professional manner
- Must possess a strategic mindset with an ability to think broadly, frame key questions, generate strategic insights, and create actions and initiatives to deliver results
- Must be flexible with changing priorities and able to communicate in a diplomatic and professional manner
- Proven experience in problem-solving, critical thinking, business strategy, and process-building
- Ability to work effectively with cross-functional teams
MANAGEMENT RESPONSIBILITIES
- Oversee research operations and employee productivity, ensuring team members thrive and research priorities, goals, and objective key results (OKRs) are achieved. Develop, manage and mentor members of the 4DBio3 Team by providing guidance and feedback through reviews, regular one-on-one meetings, and frequent communication
- Manage and direct work activities of Program employees to include performance management; recruiting, and talent development to ensure operational excellence
- Assure all Geneva employees comply with The Geneva Foundation site policies, procedures, and SOPs
- Plan and facilitate conferences, individual, and team meetings
OPERATIONAL RESPONSIBILITIES
- Collaborate with leadership to set annual goals and communicate vision to broader team
- Develop and implement strategies to promote and execute (4DBio3) program mission and optimize its culture of innovation for Warfighter benefit
- Serve as the key liaison for the Center regarding USU to ensure proper and timely completion of required research and educational tasks required for Center function
- Provide regular operational, technical and financial updates to leadership
- Assess and design internal operations, identify areas of process enhancement, and lead successful execution of change management plans to deliver efficiency and effectiveness of 4DBio3 operations
- Collaborate with Geneva corporate and program leadership and Principal Investigator(s) on audits, administration, and regulatory compliance activities
- Maintain data and monitor the overall financial health of research operations and initiate strategies for solutions to resolve any financial health issues
- Oversee and maintain relations with trusted stakeholders, external authorities, and partners
- Ensure program meets all regulatory compliance requirements as applicable
- Ensure high level productivity and employee retention by fostering strong, cohesive, and engaged team member relationships
- Provide oversight to ensure full operational functional status of lab facilities and office spaces
- Oversee the development and documentation of policy and best practice guidelines and internal controls
- Plan, coordinate and facilitate internal reviews, external reviews, symposia and investigator meetings, as applicable
FINANCIAL RESPONSIBILITIES
- In collaboration with Geneva leadership, develop and effectively implement fiscal and financial operational strategies, initiatives, and resource management plans
- Conduct budget and operational analysis and recommend options for novel approaches and cost-effective strategies
- Develop and manage financial reporting in coordination with Geneva finance, program management personnel, and portfolio personnel
- Analyze and track program requirements and funding in the near to medium term time horizon (one to five years)
- Optimize staff, materials, and equipment through monitoring of expenditures and outcomes
- Ensure optimal use of funds and personnel to meet research and educational mission
GROWTH & DEVELOPMENT RESPONSIBILITIES
- Translate strategies into actionable goals for performance and growth
- In conjunction with leadership, expand and diversify the funding base/pipeline to sustain and grow research initiatives and existing collaborations
- Execute strategies to optimize research sustainability and growth
- Develop and manage feasibility filter for new opportunities to ensure ability to successfully execute and availability of adequate resources
- Coordinate communication among all stakeholder groups
- Provide timely and accurate reporting of pipeline and strategic partnerships
- Manage collaborator networks and strategic partnerships
- Manage ongoing relationships with existing partners and where relevant, leverage those relationships to greater collective impact
- Prepare and deliver program progress reporting to Government clients and partners
- Project a positive image of the program employees, customers, industry, and community
TECHNICAL RESPONSIBILITIES
- Work with leadership to ensure effective implementation and coordination of technical activities and monitor progress toward the achievement of project-specific milestones and deliverables
- Identify opportunities to remedy issues and mitigate risks to execution of tasks related to statements of work
- Ensure the technical performance of the research project scopes of work to include completion of technical scopes of work on-time and within budget
- Proactively identify and resolve potential problems and work with the leadership to ensure that project performance meets or exceeds the scientific/technical requirements
- Provide collaborative assistance and mentoring to program employees
