Planned Parenthood Northern California (PPNorCal) is seeking General Counsel. This role is full-time, 40 hours per week and is an on-site position in the Concord administration office. SUMMARY
- Under the direction of Planned Parenthood Northern California’s (PPNorCal) Chief Financial Officer (CFO), the General Counsel (GC) will provide support and advisement to the Executive Team which includes the CFO, CAO, COO, and CEO. Specific areas of focus include CQRM – Risk and Compliance, Board governance, PPNorCal policy & procedures, and review of PPNorCal’s contracts to ensure agency wide legal and ethical compliance with local, state, and federal laws.
- Provide review and guidance on contracts and other operational transactions. The General Counsel will also provide guidance on all litigation matters affecting PPNorCal. Responsible for all duties as the HIPAA Privacy Officer and the Health Care Compliance Officer for the organization.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:
- Ability to provide strategic advisement on all legal risks occurring as a result of litigation, and legislative, regulatory, or public policy changes, and any other internal/external factors.
- Draft, review, and assist in the maintenance of legal documents including contracts, leases, policies and procedures and other documents.
- Key advisor to the Executive Team on legal matters relating to the general business operations of PPNorCal.
- Develop and update non-disclosure and confidentiality agreements.
- Manage and mitigate legal risks by designing and implementing organizational policies procedures.
- Ensure compliance with all laws and regulations that apply to the organization.
- Promote legal compliance and risk management best practices throughout PPNorCal.
- Stay current with changes to legislation, particularly in relation to laws, rules and regulations that directly affect PPNorCal.
- Oversee all Compliance and is the HIPAA Privacy Officer and Health Care Compliance Officer. Support departmental compliance requirements and efforts.
- Support risk and quality management by proactively communicating identified risks to Chief Financial Officer to minimize risk when possible.
- Maintain the highest level of professional and ethical standards and to act in compliance with both the letter and spirit of all applicable laws and regulations.
- Other duties may be assigned.
- As assigned, report to Board of Directors and other stakeholders.
- Role-models and provides Leadership toward the implementation of PPNorCal’s Diversity, Equity, and Inclusion plan.
- Represent PPNorCal during meetings with CA affiliates’ and PPFA’s General Counsels with timely reporting back to the Executive Team on critical matters.

EDUCATION and/or EXPERIENCE
- Doctor of Jurisprudence and license to practice law in the State of California required.
- Minimum five (5) years as In-House Counsel preferably for a nonprofit, or seven (7) years in private practice with a specialty in business law.
- Health care sector experience required.
- Experience with Microsoft Office programs including Word, Excel, and Outlook.
LANGUAGE SKILLS
Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to executive management, public groups, and/or boards of directors.
MATHEMATICAL SKILLS
Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.
REASONING ABILITY
Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
COMPUTER SKILLS
To perform this job successfully, knowledge of Microsoft Office Suite (Outlook, Word, Excel, PowerPoint) and experience with social media.

Pay Range: Planned Parenthood Northern California (PPNorCal) supports California’s new law (SB 1162) enhancing pay transparency. This new law requires employers with 15 or more employees to include a pay range in job postings. The pay range reflects the compensation that a new employee can expect to receive if offered employment. Employees with more experience, education, and other qualifying factors may be compensated at a higher rate of pay. The pay range for this position is: $195,000.00 - $257,000.00 Annualized Salary
