Organization & Position Summary:
The Arc Minnesota promotes and protects the human rights of people with intellectual and developmental disabilities (IDD), actively supporting them and their families in a lifetime of full inclusion and participation in their communities.
The Chief Program Officer provides leadership, direction, and support for team members implementing statewide programs and services that advance our mission and reflect the principles of disability justice. This position will:
- Identify and inform organization-wide strategic plan priorities, and other projects and initiatives that will advance The Arc Minnesota’s mission
- Develop appropriate measurement tools and evaluation systems to ensure equitable service provision, as well as enhance and improve programs and services
- Analyze opportunities to implement future programs and services that align with our mission and strategic plan
- Consistently demonstrate and model the organization’s core values of Human and Civil Rights, Self-Advocacy and Self-Direction, Equity and Belonging, and Disability and Racial Justice

Major Responsibilities:
- Participate in the Executive Leadership Team to coordinate implementation of the strategic plan across all departments and guide teamwork across the organization
- Provide leadership in reviewing and drafting organizational position statements and relevant public comment
- Develop and maintain strong collaborative relationships with external stakeholders and strategic partners that advance organizational goals and policy priorities, influence systems and social change
- Provide leadership, coaching, support, and supervision for direct reports and team members across programs and services
- Coordinate with Program Directors to manage the development, implementation, and evaluation of annual team and individual work plans to ensure consistency with the strategic plans and funder accountabilities
Qualifications:
- Must reside in the state of Minnesota
- BA, BS required. Master’s in Social Work or Non-Profit Management preferred
- 5+ years’ experience in program development, management and supervision required
- Maintain deep-end knowledge of services and systems supporting individuals who have intellectual and developmental disabilities and their families
- Leverage creative approaches to programs and services that center the lived experience of individuals who have intellectual and developmental disabilities while respecting their families
- Maintain strong attention to detail and organizational skills
- Demonstrate capacity to oversee, manage, and complete multiple projects in a timely fashion
- Excellent written and verbal communication skills, including grant writing
- Commitment and ability to work with a diverse group of constituents and colleagues
