Note: Starting pay rates are ultimately determined by the scope of the position, the candidate's relevant experience, and internal equity. New employees typically start in the lower half of range, but experts in their field may be considered for starting pay rates in the top half of the range.

Summary
Under the leadership of the Director of Operations, the Assistant Director of Operations manages and oversees the planning and coordinating of core programs and services and provides leadership that creates opportunities for staff development, while building cohesiveness within the department for achieving performance standards. The incumbent develops and oversees the implementation of policies and procedures to maintain program compliance with Public Housing regulations, State laws, and City codes.

Essential Duties and Responsibilities
- Supports Director of Operations in the strategic management of property operations and staff. Supervises and directs AMP leadership staff to ensure that Authority standards are being met and that performance and supervision are carried out in accordance with MPHA policies and applicable laws; including interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance and coaching needs; implementing effective retention, recognition, and leadership development strategies; and addressing complaints and resolving problems.
- Oversees and directs staff and operations of responsibility areas to monitor, track, and document efforts to manage and maintain MPHA assets and achieve MPHA goals, including the highest HUD score possible.
- Coordinates with the Procurement Department to ensure availability of materials and equipment for the effective operation of Property Management activities and coordinates with other departments, including IT, Legal, Human Resources, Planning & Development, and Finance to ensure effective coordination of activities.
- Oversees operations for Public Housing including property management, resident placement, resident relocation plans during property/unit conversions, and supportive services; monitors occupancy/vacancy levels, rent collections, and recertification activities. Monitors, tracks, and documents efforts to achieve Division and Agency goals.
- Updates program standards, policies, and procedures to ensure the effective operation and delivery of programs; manages the budget for all programs; recommends modifications to satisfy changing program requirements. Interprets regulations and implements required changes.
- Oversees and assists with development and updates of Statement of Policies, procedures manuals, training plans, and requirements for property staff and ensures effective implementation and thorough compliance. Assists in the development of short- and long-term planning; manages designated programs, services, and initiatives; analyzes and evaluates the effectiveness of program operations, services, activities, and modernization efforts; and ensures accountability for the achievement of established goals and objectives in compliance with governing laws, City codes, regulations, policies, and directives.
- Organizes and monitors workflow within the department to reduce challenges, prevent delays in actions, enhance internal/external communication, improve services to stakeholders, and achievement of results.
- Participates in and makes recommendations for the development of the annual budget submission; ensures that the areas of responsibility operate within established budget; advises the Director of Operations, Deputy Executive Director, and Executive Director on relevant budget, policy, program, and procedural issues and on the status of all phases of area programs.
- Leads in effective performance management, leadership development, and recognition at all levels within department. Makes any recommendations toward achieving related agency goals.
- Partners with the Assistant Directors of Operations and the Facilities Systems Manager to ensure the operation and maintenance of assigned properties are consistent with the overall Authority quality, occupancy, cost, and revenue goals; ensures that assigned properties are maintained in decent, safe, and sanitary condition at all times; organizes assigned work; develops effective work methods that comply with Authority expectations; and partners with internal and external resources to maintain high levels of property performance and standards.
- Works in partnership with Manager of Security and Assistant Director of Operations: Facilities and Maintenance to ensure proper Emergency Procedures are in place, updated, and followed.
- Conducts research and analysis of operational activities for efficiency, effectiveness, and compliance with overall policies and procedures and all applicable regulations; monitors subordinates’ compliance with MPHA regulations, procedures, and effective management practices.
- Reviews & approves as necessary staff communications to assure quality, operational program coordination; promotes an understanding of the Authority’s mission, objectives, policies, and procedures.
- Investigates and responds to concerns and complaints of residents, the public, and MPHA staff.
- Works with resident groups to ensure MPHA participation in the delivery of services to residents and to encourage their involvement in housing management-related activities.
- Attends various public/business meetings and follows up as appropriate.
- Ensures the quality of work performed by contractors under area of control is satisfactory.
- Responds to concerns from and participates in discussions with residents, resident organizations, public officials, MPHA staff, and others regarding MPHA asset operations.
- Participates in or ensures appropriate staff attends meetings initiated by public officials, residents, resident organizations, and staff from other agencies to discuss problems, programs, and planning for future activities.

Experience and Skills:
Education and/or Experience:
Bachelor’s Degree in business administration, public administration, or related field and a minimum of seven (7) years of management experience in low-income housing or leased housing, with five (5) years in a supervisory capacity. Working knowledge of government regulations in housing administration required. An equivalent combination of education and experience may be considered.
Must possess or have the ability to obtain a Public Housing Manager Certification, per the guidelines established by HUD & MPHA, within one year.
Master’s degree in public administration, MBA, or related degree is highly preferred.
Some positions may require possession of a valid driver’s license. Those positions may also require use of a personal vehicle and evidence of individual automobile insurance coverage, or the ability to be insurable under the Authority’s automobile insurance plan at the standard rate. Must pass a criminal history background check.
Technical Skills:
To perform this job successfully, the employee should have strong computer skills, experience with Yardi or similar software, and MS Word, Excel, and Outlook. Must have the ability to learn other computer software programs as required by assigned tasks.
