Position Overview
QinetiQ US is seeking an Operations Director to oversee systems operations, training, deployment, and maintenance management for aerostat systems providing persistent surveillance and detection capabilities to the U.S. Government customer across multiple operational sites along the US Southern border. The successful candidate will serve as the overall site manager for the portfolio of operational and mission test sites that are geographically dispersed along the U.S. border and have direct aerostat experience as a current or previous site manager. They will work with the multiple individual on-site managers to coordinate all aspects of site operations. They will report to the Program Director for long term planning of site activities, and with the on-site personnel for daily execution. They must be willing to travel to individual sites as needed. This position will be part of our National Global Security Solutions Business Unit and directly support the Department of Homeland Security (DHS) Customs and Border Protection (CBP) Air and Marine Office (AMO).
Responsibilities
- Responsible for total site operations and system availability for up to 12 operational and mission test sites dispersed along the US southern border.
- Manage operational cost, schedule, quality, performance, processes, and subcontract activities.
- Employ metrics, risk management and project management methodologies to ensure successful execution.
- Monitor project risks and scope creep to eliminate potential problems.
- Manage all aspects of facility site maintenance, logistics and scheduling.
- Work with on-site logisticians and PMO procurement to track, deliver and receive all deliveries for each site.
- Establish and manage all Government Furnished Material inventories, tool closet inventories, and repair parts inventory.
- Develop the Statement of Work (SOW) for site modifications to include photos, detailed sketches and parts lists for ordering material as required.
- Work with subcontractors to ensure subcontracted jobs are completed on time, under budget and per the specifications as outlined in the scope of work.
- Ensure the operation, maintenance, and repair of Real Property, Real Property Installed Equipment (RPIE), Real Property Similar Equipment (RPSE), roads and grounds, utility systems, security systems, fire systems, and environmental protection systems.
- Coordinate and schedule maintenance of all real property structures to include civil, mechanical and electrical minor repairs such as utilities including water, electrical, sewer and pumps.
- Coordinate maintenance of concrete pads, asphalt pavement and sidewalks.
- Identify and implement continuous improvement projects and solutions.
- Suggest strategic growth initiatives aligned with company/program objectives.
Required Qualifications
- Successfully completed Background Investigation with a Favorable Suitability Determination, and issuance of DHS Suitability determination.
- Bachelor Degree in related field (Facility Management, Engineering, etc.).
- 10 years of direct experience with maintenance, logistics or site support as identified.
- Ability to manage personnel at multiple sites.
- Valid U.S. Driver's license required.
- Ability to solve complex problems.
- Ability to adapt quickly to changes in priority and to multi-task.
- Excellent verbal, written, and interpersonal skills.
- Self-motivated with high energy level.
- Ability to manage multiple workstreams effectively.
- Sound judgment and strong organizational skills.
Preferred Qualifications
- Previous experience in managing aerostat site operations.
- Tethered Aerostat Radar System Program/Tactical Aerostat System specific program experience.
- Systems knowledge in 17M/22M/34M/74K/275k/420k Aerostats.
- Experience working with Customs and Border Protection Air and Marine Office.
