Position Summary:
The Deputy Chief Information Officer Enterprise Applications (DCIO-EA) leads a collaborative and transparent organization working with executive leadership and department managers to align technology needs, advocate for opportunities to create efficiencies, and proactively adapt technology and processes to support CSCU’s strategic business objectives. In addition, this role is responsible for budget management, vendor relationships, contract negotiation and delivery of existing Enterprise Application services, while continuously improving stability, quality, and efficiency across CSCU.
Example of Job Duties:
Under the direction of the CSCU Chief Information Officer, theDeputy Chief Information Officer- Enterprise Applications is responsible for effective performance in these essential duties:
- Serve on the CSCU CIO’s Cabinet to provide advice and guidance related to enterprise applications and to coordinate efforts with other IT leaders.
- Provide technology vision and leadership for the development and implementation of Enterprise Application initiatives that create and maintain a competitive advantage supporting strategic business initiatives.
- Responsible for governance, planning, and execution of Enterprise Applications initiatives as required to meet the business needs of CSCU.
- Collaborate with the CSCU-SO, CT State and CSUs leadership team in developing and executing strategic and operational plans as they relate to Enterprise Applications.
- Oversight of Enterprise Applications currently leveraged by CT State Community College, the four 4 State Universities, and Charter Oak. The core Enterprise Applications include Ellucian (Banner ERP, Banner Self-Service, DegreeWorks, CRM Recruit, CRM Advise, Ellucian Experience, ILP), TouchNet, Hyland OnBase, Blackboard and WebFocus Argos and any software solution procured to integrate with said applications, e.g., EMS (Event Management System), Everbridge, Simplicity, Modern Campus, etc.
- Provide supervision, direction and leadership for Enterprise Application operations and the IT professionals who support the technology which includes advising on personnel decisions, such as staffing, hiring, firing, evaluation, promotion, and training of employees.
- Manage Enterprise Application vendors and service provider relationships. Negotiate license agreements, scopes of work, service level agreements and product issue resolutions.
- Ensure compliance with IT governance, security policies and data privacy, identifying and addressing any compliance issues.
- Prepare and manage the Enterprise Application budget.
- Participate in creation and maintenance of the Department’s Activity Based Costing model, KPIs and SLAs.
- Responsible for tracking Enterprise Applications operational tasks and projects in the designated departmental project management tool.
- Collaborate with the CIOs, Deputy CIO, and the Enterprise Application staff from the CSCU institutions, Charter Oak, and the community colleges, sharing pertinent information, including contract negotiations, SLA, opportunities for multi-institution initiatives and serves as the conduit for escalating concerns regarding products and services with the Enterprise Application vendors.
- Identify and resolve project management and cross-functional issues as they apply to operational processes pertaining to Enterprise Applications, as well as recommending solutions for system wide issues, bringing such to the attention of the CIO and steering committees.
- Foster a positive and engaging work environment for each team member by promoting skill development, coaching for improvement and growth, inspiring others through words and actions, ensuring positive employee and embracing CSCU mission, vision, and core values.

Minimum Qualifications:
Master’s degree in Business Administration, Finance, Accounting, or a related field together with a minimum of seven (7) years of technology management experience in Higher Education OR a Bachelor’s Degree and minimum of ten (10) years of equivalent work experience.
Incumbents are required to have demonstrated advanced knowledge and abilities in the following:
- Ability to form effective working relationships across all levels of the organization.
- Proven track record of successfully managing and leading an IT organization focused on diverse and highly integrated enterprise applications.
- Demonstrated success in effectively managing through influence and managing directly by prioritizing tasks which meet business requirements and deadlines.
- Experience working in a matrix management organizational structure.
- Ability to solve complex problems; creatively and resourcefully resolve elevated issues while applying sound judgment and accountability.
- Project Management experience overseeing the successful completion of large and complex enterprise projects.
Candidates must possess proven ability to effectively work with culturally, linguistically, and ethnically diverse faculty, staff, and students. They are expected to have excellent oral and written communication skills along with strong Information technology literacy skills such as Microsoft Office (Word, Excel, Outlook, Teams etc.).
Preferred Qualifications:
- Extensive Experience: Over 10 years of technology management experience in Higher Education, with a focus on enterprise applications.
- Leadership Skills: Experience leading, multi-unit, diverse IT teams and complex IT projects.
- Technical Expertise: Deep knowledge of enterprise applications, specifically extensive experience with Ellucian’s Banner ERP system (especially the Student System) and working with this vendor.
- Vendor Management: Experience in managing vendor relationships, contract negotiations, and service level agreements.
- Project Management: Experience with Project Management disciplines (e.g., PMBOK) and experience with large-scale project implementations.
- Compliance and Security: Experience with IT governance, security policies, and data privacy regulations as they relate to student and employee data.
- ITIL and IT Service Management: Experience utilizing ITIL frameworks and IT Service Management practices.
- Communication Skills: Excellent oral and written communication skills, with the ability to engage effectively with diverse stakeholders.
- Problem-Solving Abilities: Demonstrated ability to solve complex problems and make sound decisions under pressure.
Starting Salary:
Minimum Salary; $165,083 approximate annual plus excellent State of CT medical insurance, retirement, and related fringe benefits. The salary will be based on the selected candidate’s qualifications such as education and job-related experience, and internal equity.
