Overview
Hepburn and Sons is seeking a Senior Technical Program Manager to reduce programmatic and technical risks and achieve better outcomes through more efficient and effective transition of S&T investments into development of future military systems. This is a contingent position based on award/funding from the customer.

Responsibilities
- Maintaining awareness of departmental needs and requirements; communicating departmental plans and strategies; maintaining briefings; and assisting in coordinating input for data calls, such as budget exhibit submissions, congressional requests for information and budgetary drills.
- Support Program Officers by assisting with technical planning and review of performer's progress; overseeing model-scale, large-scale, and/or full-scale tests; reviewing and analyzing test data; budget development and oversight; briefing development; transition agreement development and implementation; and communication with the S&T and R&D communities.
- Coordinate and schedule reviews, technical meetings, program meetings, conferences, and demonstrations with government authorities, program managers, other program support team members, and other stakeholders.
- Support the management and execution of programs by updating Task Planning Sheets, Mission Model Canvas sheets, quad sheets, Fact Sheets, and drafting portfolio review slides.
- Prepare and coordinate correspondence, presentations, reviews, reports, and responses to ONR, high level Navy, congressional and other internal and external requests for information.
- Provide technical support and coordinate conferences, demonstrations, expositions, events, meetings, technical reviews, etc. to include physically presenting displays and assisting with display transportation, setup and staffing of event booths as directed or required by Program Management or Program Officer personnel.
- Coordinate monthly Division staff meetings and weekly team planning meetings, maintain task lists and prepare documents for public release, as required.
Qualifications
- Must be a US Citizen.
- Active SECRET DoD clearance.
- A bachelor's degree from an accredited college or university.
- A master's degree from an accredited college or university may be substituted for two (2) years of experience.
- Ten (10) years of experience in engineering, mathematics, or science, including biology, chemistry, computer science, and physics.
- Recent experience (last 5 years) in federal acquisition and budgeting.
- Experience in S&T program management.
- Experience in technical program management of programs in excess of $1M.
- Experience in planning methodologies to analyze research programs and development of databases for technical and programmatic tracking of key deliverables and milestones.
- Experience in evaluating and developing analytical models, procedures, and techniques.
- Experience in executing and reviewing technical studies, analysis, and design activities.
- Proficient in Microsoft Office 365 (Word, Power Point, Outlook, SharePoint, and Excel).
- Excellent written and verbal communication skills.
Preferred:
- Experience collaborating with senior government, OPNAV, SYSCOM, Warfare Centers, Secretariat, or OSD personnel.
- Experience supporting senior Navy S&T leadership or programs on complex tasks.
- Experience with DoD RDT&E program/budget exhibits & RDT&E strategic plans.
- Experience in one or more of the following focus areas: (1) Naval/Marine Corps Naval Engineering, (2) Naval/Marine Corps Power and Energy, (3) Naval/Marine Corps Materials, (4) Naval/Marine Corps Undersea Systems and (5) Naval/Marine Corps Manufacturing.
