Description: NSI requires a Senior Management Analyst to support a potential contract to support the Navy International Program Office. The Senior Management Analyst will support IPO-230 division by assessing enterprise-wide portfolio performance, developing assessment products, and providing management recommendations. Identify FMS case development critical paths, assessing trends, and analyzing data. Solid understanding of FMS and industry best practices. Analyze enterprise-wide FMS case development and execution data, identifying indicator metrics, and making policy, programs, and performance recommendations. Support FMS case lifecycle metric data calls. Develop various reports and presentations for formal case reviews / meetings. Annotate such efforts in monthly report. Recommend data informed changes to the FMS case development process and policy products. Provide advice, analysis, counsel, coordination, and preparing technical papers regarding strategic goals, protocol issues, meetings and symposiums, and conferences. Attend and maintain minutes for FMS enterprise activities and high-level meetings for IPO-230.

Education: Master's Degree required.
Allowable Substitution: Two additional years' relevant experience required to offset the Master's Degree requirement (total of twelve years' experience).
Experience: Ten years' recent Security Assistance management experience (e.g., Program Office, Systems Command, Implementing Agency or other relevant staff). Career professional with security assistance related field or policy experience. Must have analytic background, able to synthesize and make assessment regarding trends and recommend actions from thorough analysis. Functional expert in statistical analysis using products such as organization review or business case analysis. Must have recent (last two years) direct experience working with DoD officials at the GS-14/15 level. Capable of managing special projects (section 887 report, detailed analysis and trend identification, etc.) Proficient with MS Office suite, DSAMS, SCIP, and related information management systems to support case management analysis. Familiar with Case Development processes, tools, opportunities and policies.
Preferred Experience: Experience with high level or highly sensitive assignments such as program analysis and evaluation, project planning and control is desired. A general understanding of FMS programs is desired. Business process subject matter expert, with a preferred focus on security assistance, or security cooperation.
Security Clearance: Secret Clearance is required. Must be a U.S. citizen.
