Position Summary:
As the Director of Business Intelligence and Clinical Quality Data (BI-CQM) you will provide strategic and operational support, analysis, and subject matter expertise in the areas of clinical data quality management and innovation, performance measurement, process improvement, health informatics, data interoperability, and the overall CCI Electronic Health/Medical Record System, and Data Quality Services. This position requires knowledge of Enterprise Data Architecture Framework for Healthcare, including health informatics principles and methods, clinical quality measurement, an understanding of how measures are developed, implemented, reported, and monitored, public quality reporting programs, and health data repositories, health data standards and interoperability, and analysis of healthcare data.

KEY FUNCTIONS AND RESPONSIBILITIES:
- Design and implement data-driven solutions in support of clinical business intelligence.
- Frame data warehouses and troubleshoot solutions (database management).
- Clean data ingestion, data transformation, data integrity, and integrate disparate sources of data. Ensure data strategies align with clinical objectives.
- Facilitate integration, information sharing, and exploitation of common requirements across the organization.
- Provide strategic and operational support and subject matter expertise based on an understanding of clinical data quality management, process improvement, and measurement issues.
- Conduct data analysis of healthcare data extracted from electronic health records or other electronic sources.
- Applied expertise working with clinical and health information systems, open data sources, and data standards.
- Experience working with production healthcare systems such as EHRs, Health Information Exchanges (HIEs), Interface Engines, or other clinical systems including CRISP, CommonWell, or ADT systems.
- Familiarity with the healthcare industry, healthcare terminology, clinical roles, and national healthcare organizations.
- Knowledge of clinical quality measures and clinical decision support systems.
- Experience using data visualization tools.
- Experience with data querying languages, and statistical transaction & activities.
- Proficient in writing algorithms and knowing when to apply them.
- A strong understanding of Healthcare IT standards (HL7, CDA-based standards, and the HL7 FHIR).
- Familiarity with the associated HIPAA and FISMA privacy and security policies that must be addressed when handling Protected Health Information (PHI), Personally Identifiable Information (PII).
- Manage the clinical data quality program and lead health information technology (HIT) implementation and reporting.
- Write/review descriptions of measures for clinical quality programs, including their uses and limitations, suitable for a non-technical audience.
- Use in-depth management software for analytics to communicate information to various stakeholders (Data Visualization).
- Advise leadership and stakeholders as they seek to modernize their clinical and healthcare data and technology infrastructure.
- Streamline data collection and collaborate with multi-disciplinary teams on a variety of health and non-health-related backgrounds to develop solutions that serve CCI’s efforts to modernize their data and EMR technology infrastructure.
- Develop reports (data mining & predictive analytics) and presentations for internal consumption and professional public health audiences that effectively communicate findings and promote recommendations to improve efficacy.
- Support and coordinate multi-site, multi-agency, and multi-stakeholder initiatives to help advance key CCI objectives and National public health objectives.
- Ensure proper documentation of all work per HIT standards and processes including change management, clinical data governance, policies, and procedures as well as training materials for enterprise data utilization.
- Provide subject matter expertise in informatics, data modeling and design, data science, machine learning (A.I.), clinical workflows, metadata management and Industry best practices in digital health.
- Ability to interface with senior leaders and leaders of federal healthcare agencies and departments, think creatively, and guide approaches to solutions based on a clinical understanding of the issues.
- Provide translation between information technology experts and clinical and informatics subject matter experts.
- Advanced knowledge of data analytic/visualization tools and techniques required.
- Collaborate with the IT Infrastructure Team on multiple operational and project deliverables.
SKILLS AND ABILITIES:

- Familiar with HRSA, HEDIS, Government HealthCare practices, and general Population Health Analytics.

- Proficiency with Python for data manipulation.
- Experience with data visualization tools.
- Strong analytical and critical thinking skills.
- Using ETL for large data processing into SQL Server.
- Author and modify SQL Server Reporting Services reports.
- Perform SQL Server integration with enterprise applications.
- Manage and design both back-end organization of data and front-end accessibility for end-users.
- Refine and translate designs into a specific data model and achievable end goal.
- Manage complex query tuning and schema refinement.
- Knowledge of licensure regulations, Joint Commission on Accreditation of Healthcare Organizations, and State/Federal standards.
- Knowledge of Performance Improvement methodology and Outcomes Management.
- Ability to organize, formulate, educate, and facilitate problem-solving teams.
MINIMUM QUALIFICATIONS:
- Minimum of 5 years related experience at a director level and a bachelor’s degree; or 10 years combination of related education and work experience and a master’s degree a plus.

WORKING CONDITIONS:
Prolonged periods of standing, bending or working at a desk on a computer. The ability to lift (up to 15 lbs) is required.
