I. Position Function SUMMARY:
Under direction of the Chief Executive Officer, this position administers, manages and supervises the Accounting, Purchasing, Property, Scales and Management Information Systems functions and NAPI’s procurement programs and function; to establish five year financial and capital planning, project evaluation and feasibility studies; to recommend & identify financial institutions who meets NAPI’s objectives and to nurture and maintain productive relationships with such institutions; to institute and maintain state-of-the-art systems for financial management and reporting through IT; to interface with NAPI’s auditors; to provide financial reports desired by the Chief Executive Officer and the Board of Directors; and to assist the Chief Executive Officer to implement the policies, strategic plans, and other initiatives as directed by the Board of Directors, all with the overall objective of establishing and maintaining a profitable and sustainable agriculture-based business.
II. ESSENTIAL FUNCTIONS, DUTIES, AND RESPONSIBILITIES:

General Duties & Responsibilities:
- Assist the Chief Executive Officer and the Board of Directors in the development, modification or updating, and implementation of NAPI’s business, strategic plans, initiatives and annual operating and capital budget.
- Always display the highest degree of professionalism and remain abreast in accounting and financial management practices and trends (GAAP) through training and continuing professional education.
- Prepare and provide timely reports, forecasts, and analyses regarding budgets, actual costs, variances, revenues, and other information that may assist management in operating profitably and within budget.
- Oversee and manage procurement and property utilization and disposition in coordination with the Chief Operating Officer. Develop a five-year Capital Budget that includes consideration of depreciation of assets.
- Execute the general policies and strategies approved by the Board of Directors and provide periodic updates to the Board as requested.
- Prepare and report to the Chief Executive Officer and Board of Directors regarding NAPI’s financial status, needs, plans, projections, budgets, and financial performance.
- Amend as needed management information policies and systems and accounting policies and systems and reporting requirements. Effectively supervise NAPI professionals with responsibilities over such functions and ensure compliance with all legal requirements.
- Retain, discipline, and reward as appropriate, effectively supervise, and periodically evaluate the staff reporting to the Chief Financial Officer.
- Exemplify and inculcate in the Chief Financial Officer’s subordinates a genuine commitment to customer service and satisfaction, integrity, honesty, and loyalty.
- Comport in a professional manner that reflects NAPI’s professional image and the Navajo Nation.
- Adhere to all NAPI policies and procedures and recommend modifications as required.
- Plan, implement, and maintain reliable IT systems for cost accounting, collections, accounts receivable and payable, financial reporting, budgeting, and related functions.
- Ensure that accurate financial statements are available to the Board of Directors as directed.
- Prepare and present the annual operating and capital budgets in coordination with the Chief Executive Officer and other management officials.
- Prepare and implement annual financial plans and policies to ensure adequate liquidity, solvency and working capital.
- Identify strengths and weaknesses of NAPI’s operations and make recommendations to the Chief Executive Officer to improve performance.
- Analyze proposals for new business opportunities and assist the Chief Executive Officer in determining feasibility.
- Analyze, forecast costs, and report on development and preparation of new farmland.
- Develop and implement credit procedures for proposed customers to minimize risk to NAPI.
- Track and administer costs of insurance premiums, payroll, employee benefits, and provide reports and recommendations related to the same.
- Oversee purchasing and warehousing, risk management, cash management, investments, and compliance with tax laws and regulations.
- Verify the accuracy and integrity of all aspects of financial accounting and management information systems.
- Institute and maintain systems to minimize opportunities for embezzlement or similar wrongdoing.
- Work with legal counsel to provide information and assistance in resolving claims against NAPI.
- Supervise and oversee financial operation audits and distribute NAPI’s Annual Report and audited financial statements.
Supervisory Duties and Responsibilities:
- Manage and supervise the work unit in keeping with applicable laws and regulations; and NAPI’s policies.
- Lead, direct, and supervise reporting personnel including work procedures, workloads and work schedules.
- Identify the developmental needs of employees and coach, mentor, and train them.
- Manage performance of assigned direct reports and conduct employee performance reviews.
- Ensure a safe working environment and oversee compliance with applicable laws and regulations.
- Establish effective communication to ensure problems can be responsibly solved.
- Handle complaints, settle disputes, and prepare reports of findings.
Other:

- Provide information, guidance, and resources to diverse groups of customers and treat them professionally.
- Maintain regular attendance and punctuality at the assigned worksite.
