Manhattan Strategy Group (MSG) in Bethesda, MD is seeking an enthusiastic, well-spoken Project Director to lead a 21st Century Community Learning Center Data Collection project at the U.S. Department of Education. This is a contingent position, hired upon award of contract and may begin around Aug-Sept 2024, with a minimum period of performance of 5 years.
The position will report to our Sr. Director of Technology. The 21st CCLC program supports the creation of community learning centers that provide academic enrichment opportunities during non-school hours for children, particularly students who attend high-poverty and low-performing schools.
The program helps students meet state and local academic standards in core academic subjects, such as reading and math; offers students a broad array of enrichment activities that can complement their regular academic programs; and offers literacy and other educational services to the families of participating children.
This project is comprised of tasks in the following areas: project management, training and support, web/mobile design and development, data collection, data cleaning, data reporting, development of State reports, hosting webinars, operations and maintenance, and cybersecurity. The Project Director should have a basic understanding of most of these areas but will be supported by the team with specialized experience in all the task areas.
JOB DUTIES/RESPONSIBILITIES
- Serve as the primary point of contact between the Department of Education and MSG.
- Work with the Dept of Education to refine and improve the 21st CCLC Data Collection program, 21 APR.
- Convene weekly progress meetings and facilitate review and approval process.
- Create, update, evaluate, and manage the project work including the operation of multiple simultaneous agile development teams.
- Ensure all deliverables are produced on time, budget and resources are efficiently managed, and the technology implementation is done successfully, as evidenced by key performance indicators.
- Oversee the development of project materials and the implementation of project events.
- Review and approve monthly progress reports on activities conducted.
- Facilitate contract modification(s), as needed.
- Manage client expectations and work to resolve client issues.
- Mentor and encourage the project team to strive for excellence.
- Contribute to MSG business development, including identifying possible new businesses and participating in proposal development.
- Assist the business development team with proposal support when needed.
QUALIFICATIONS
- U.S. Citizenship is required.
- Must be able to obtain and maintain a Public Trust clearance.
- 4+ years of experience working with 21st CCLC data, either at the State or Federal levels.
- Firm understanding of Agile and SDLC processes.
- Excellent written and oral communication skills.
- Strong organizational and task management skills.
- Ability to manage time effectively and work under deadlines in a fast-paced environment.
- Experience with Atlassian products: JIRA and Confluence.
- Experience with MS Project, SmartSheet, or other contract/project management software.
- PMP certification is preferred.
- Must be able to obtain Public Trust clearance.
