Pay Range
$183,990 - $236,316 Annually for the TSL.4 level
$220,890 - $283,692 Annually for the TSL.5 level
Please note that the pay range information is a general guideline only. Many factors are taken into consideration when setting starting pay including education, experience, the external labor market, and internal equity.
Job Description
We’re looking for a Mechanical Utilities Division Leader. You will provide leadership and management to the Mechanical Utilities Division (MUD) and manage systems engineering, planning, and design for mechanical utilities systems (e.g., compressed air, city water, low conductivity water (LCW), demineralized water, sewer, and natural gas assets) at Site 200 (Livermore) and Site 300 (Tracy). You will ensure the mechanical utility needs of the Programs and the Laboratory are met and advocate for operating and capital funding to ensure the utilities remain in good operating condition with a high degree of availability. This position is in the Infrastructure Maintenance and Utilities Department and requires you to work at Site 300 located in Tracy, California.
This position requires full-time on-site presence due to the nature of the work.
This position will be filled at either level based on knowledge and related experience as assessed by the hiring team. Additional job responsibilities (outlined below) will be assigned if hired at the higher level.
You will
- Supervise and provide highly advanced technical direction to a group of engineers and technical staff who are engaged in the planning, engineering, maintenance, and operation of the mechanical utility systems.
- Determine support levels and needs; establish and implement personnel-action procedures including workforce requirements, promotions, salary recommendations, and performance management; provide career development opportunities.
- Maintain engineering quality and consistency in design, maintenance, and operation of the mechanical utilities, including configuration management, master plans, standards, and specifications.
- Oversee utility improvement construction projects, including line items, General Plant Projects, and operating funded projects.
- Prepare, review, and implement annual operating and construction budgets, plan for utility requirements through system condition assessment, master plans, and user surveys.
- Develop, monitor, and report on performance measures for water utilities and mechanical equipment.
- Develop, implement, and maintain operating and maintenance policies and procedures.
- Prepare technical presentations for management, programmatic clients, Operations & Business, and DOE/NNSA Livermore Field Office/Headquarters.
- Perform other duties as assigned.
Additional job responsibilities, at the TSL.5 level
- Champion large projects that affect the organization's long-term strategic goals and objectives.
- Exercise independent judgment and initiative in determining methods, techniques, and evaluation criteria in support of mechanical utility projects.
- Guide and provide strategic direction for projects.
- Act as a technical leader on large projects/programs; will interact with senior management and state and/or federal regulatory agencies.
Qualifications
- Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.
- Bachelor’s degree in mechanical engineering or related field or an equivalent combination of education and related experience.
- Extensive experience and subject matter expert knowledge of engineering and management of the design, maintenance, and operation in two of the following mechanical utilities: compressed air, city water, LCW, demineralized water, sewer, and/or natural gas; to include regulatory requirements, configuration management, standards, and specifications.
- Significant experience managing budgets associated with construction and providing reliable, cost-effective mechanical utility services.
- Significant experience planning/forecasting short- and long-term workforce requirements for engineers and technical personnel.
- Experience managing the performance of engineers and technicians to include performance management (i.e. performance appraisals, salary/promotion recommendations, and disciplinary actions); experience overseeing and interacting with collective bargaining agreement employees.
- Expert communication and interpersonal skills necessary to interact with a wide spectrum of personnel, exercising a high degree of mature judgment, discretion, and tact in handling issues of a sensitive nature.
- Highly advanced problem solving, decision making, and analytical skills necessary to independently resolve highly unusual, complex, and/or sensitive issues/problems and provide consultative direction and innovative solutions.
- Experience fostering and promoting a safe and healthy work environment.
- Experience with personal computers and software (Microsoft Word, Power Point and Excel).
Additional qualifications at the TSL.5 level
- Extensive experience managing multiple projects with multiple and complex components that require integration with other programs and coordination across the organization.
- Extensive experience in strategic planning to ensure reliability of mechanical utility systems.
- Extensive experience in long range planning and establishing strategic and operational goals.
Qualifications We Desire
- Professional Engineer registration in California.
- Water System Operation certification.
- Wastewater and Sanitary Sewer Operation certification.
- Experience developing, monitoring, and reporting on performance measures.
