Director Cost & Pricing Strategy & Implementation

The Director of Cost & Pricing Strategy and Implementation has an enterprise-wide mandate, based in the new business development team, and is responsible for leading cost strategy and providing oversight into cost proposal budgets across a variety of donors ensuring successful completion and responsiveness of JSI’s proposals for new business. The Director will work with finance and program staff across the International, World Education, and Health Services divisions - to develop a comprehensive cost and pricing strategy aligned with JSI’s overall strategy. This includes aligning business development and program budgets and budget narratives in response to funder requirements and in compliance with organizational policies. This position ensures the submission of accurate and cost-efficient budgets that offer the best value to the funder, including USAID and other US government agencies, bilateral entities, and private foundations and funds. The Director will also develop and update proposal pricing tools and job aids, and provide internal training. This position is supervised by the Vice President of Global Business Development.
The preference is for this position to be based in Boston or Washington DC. We may also consider a fully remote position in states where JSI R&T is registered (AZ, AR, CA, CO, CT, DC, FL, GA, IL, LA, ME, MD, MA, MI, MN, NH, NJ, NM, NY, NC, PA, RI, TN, TX, VT, VA, WA, WI).
Responsibilities
- Lead overarching development and implementation of JSI’s cost and pricing strategy, including input into specific cost and pricing strategies for USG and non-USG funders.
- Lead development of cost and pricing systems that allow for strong linkage between business development efforts and organizational finance and operational strategy.
- Lead labor planning for business development, including development of tools and systems for comprehensive labor planning and monitoring for business development.
- Seek efficiencies and adaptive cost and pricing strategies in an evolving industry and organization.
- Guide analysis across donors and proposals to ensure cost recovery and revenue generation.
- In response to funder requirements and in compliance with organizational policies, leads proposal budget development for high value and strategic proposals ranging in value of up to several hundred million dollars.
- Works with project-based F&O teams to build a repository of historical cost information and program activities.
- Develop and train staff on pricing tools and guidance.
- Works with assigned cost proposal budget reviewer to trouble-shoot complex budgeting issues and solicitation requirements and ensures review feedback is incorporated into final budgets.
- Analyzes, makes recommendations, and communicates issues or concerns regarding cost applications and proposal requirements to internal stakeholders for timely discussion on bid response.
- While leading budget development, provides substantive inputs to guide decision-making on overall design of application.
- Upon award, work with the divisional Directors of Finance & Operations to transition budgets for implementation.
- Work on new business special projects, as identified and needed.
Qualifications & Requirements
- Bachelor’s Degree required; Degree related to International Development, Business Administration, Finance/Accounting or related field preferred. Masters Degree preferred.
- Minimum of 10 years’ relevant experience, including developing cost applications in response to competitive requests of proposals/applications for USAID (required), developing and managing program implementation budgets, as well as other USG and non-USG clients (preferred).
- 8+ years experience implementing USAID or other USG programs.
- Extensive experience with indirect cost recovery methodologies and budgeting of USG (required) and non-USG (preferred) clients.
- Expertise in USG rules and regulations (2 CFR 200, FAR, AIDAR) including cost principles and familiarity with solicitation mechanisms and contract types (i.e. cost reimbursement, fixed price, time and materials).
- Demonstrated advanced experience with MS Excel.
- Excellent organizational, time management skills and strong written communication skills.
- Ability to communicate effectively with multiple organizational and professional levels, including multiple cultures.
- Ability to multitask and manage competing priorities, takes initiative to solve problems.
- Ability to manage intense, deadline driven process.
- Demonstrated excellent attention to detail.
Salary Range: $123,061 - $215,897
