The Massachusetts State Police (MSP) is the principal statewide law enforcement agency in the Commonwealth. We are seeking an enthusiastic and qualified individual to fill the position of Public Affairs Director. This individual will spearhead efforts to manage and enhance the Department’s internal and external public affairs, relationships with key stakeholders and develop effective messaging and communication strategies.
Under the direction of the Office of the Superintendent, the incumbent develops, implements, and guides the Department's comprehensive public affairs strategies and contributes to the training, supervision and evaluation of the staff and functions related to public affairs. The Public Affairs Director develops priorities, goals, policies and procedures to assure consistency of messages related to the MSP public affairs objectives; produces and oversees the implementation of communication plans related to significant MSP events; participates in identification of new strategic public affair opportunities; oversees the production of news and information content for the MSP intranet and internet websites, and provides articles, essays, and other material for publication.
Duties and Responsibilities:
- Serves as the primary Department spokesperson and responds to inquiries for Department information, with particular focus on Massachusetts.
- Lead a strong media relations team and develop contacts with media members, influencers, and community members.
- Collaborate with the Command Staff, Divisions, Sections or Units on special projects and initiatives that contain a significant communication or community outreach component.
- Assist in shaping the narrative, marketing and maintaining the integrity of the department across various platforms: media, social media, and transitional media.
- Develop talking points to ensure special projects and initiatives are clearly communicated to the intended audiences.
- Oversee the development of written materials and presentations associated with specific projects and initiatives to ensure they are of the highest quality and professional standards.
- Oversee all public affairs by drafting and disseminating strategic information and messages, as well as news releases and responding to department inquiries involving MSP investigations and actions.
- Maintain positive relationships with the internal Commanders and keep them informed on issues related to their jurisdictional boundaries.
- Coordinate MSP responses to department inquiries during critical situations, which involves being on call 24 hours to prepare information for all key MSP officials during breaking crisis, guiding the public affairs staff in preparing said information, assisting key situational personnel with appropriate responses to the public.
- Respond to freedom of Information (FOI) requests after collaborating with the MSP leadership team.
- Develop priorities, goals, policies and procedures to assure consistency of messages related to the MSP public affairs objectives.
- Improve communication of positive MSP news and address any issues that arise to ensure transparency.
- Ensure consistency and compliance with the Department’s strategic plan and proactively suggest modifications impacting alignment of communication strategies and the strategic plan.
- Communicate with internal and external stakeholders with transparency, courtesy, and professionalism and assist in preparation for department news conferences and releases.
- Develop and execute strategies with staff across social stages as well as the department’s own internal platforms using metrics to measure the effectiveness of different approaches.
- Put communication vehicles in place to create momentum and awareness as well as to verify the effectiveness of public affairs activities.
MINIMUM ENTRANCE REQUIREMENTS:
Applicants must have at least (A) six (6) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least two (2) years must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.
Substitutions:
- A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.
- A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience.
- A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience.
- A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
