Position is full-time salaried, exempt position.

Plans, organizes, directs and controls all aspects of the information systems functions of the Hospital and its affiliates to include:

Departmental budgeting, policy and procedure development, training and staff development, telecommunications, and legal compliance with regulatory requirements.
Serves as the organization’s HIPAA Security Officer.

A. Operations

Work closely with all hospital administrative and departmental managers on a regular basis to facilitate teamwork and cooperation between the Information Systems department and all other departments of the hospital.
Consult with fellow managers to determine information requirements of administrative, medical, and/or technical systems, to determine boundaries and priorities of new projects, and to discuss system capacity and equipment acquisitions.
Consult with management specialists, technical personnel, or vendors to solve problems and implement desired systems.
Coordinate new program testing and end-department operating procedures as needed.
Review reports of computer and peripheral equipment production, malfunction and maintenance to ascertain costs and plan operational changes.
Assign staff to diagnose and solve computer hardware and software problems (including staff in other departments to participate in the resolution of their reported problems).
Participate in technical projects such as writing equipment specifications, analyzing enterprise operations and system designs, or developing systems for specified applications.
Serve as the Hospital’s HIPAA Security Officer and ensure necessary actions are taken to remain in compliance with the regulations. Oversee all aspects of security for the Hospital’s information systems and information stored.
Oversee the Hospital’s compliance with CMS Meaningful Use requirements. Work with managers to ensure systems and processes support the collection of data.
Participate in scheduled meetings of the Compliance Committee and other committees as assigned.
Develop and maintain an effective strategic plan for hardware turnover and replacement, taking into consideration current technology and the operations and budgetary needs of the Hospital.
Enforce Hospital’s policy with respect to employee use of the internet, hardware and software for other than business purposes.
Conduct orientation for new employees as needed.
Maintain back-up and redundant systems to prevent loss of data from the organization.
Change security and passwords when necessary.
Chair IS Steering Committee to address needs and identify areas for improvement.
Manage system interfaces to maintain maximum efficiency and inter-operability.
Develop and implement departmental workflows and manage for efficiency and follow-through.
Assist leadership, and other department managers, with creating necessary reports to gather data for regulatory submissions, as well as organizational process and quality improvement.
Other duties as assigned by Senior Leadership.

B. Leadership

Review and update departmental policies and procedures at least annually.
Assure that all departmental staff members participate in annual mandatory trainings.
Create, maintain, and facilitate cross-functional relationships for self and staff members.

C. Quality Improvement / Service Excellence

Assure that the Information Systems department has a QI plan that is reviewed and updated annually.
Report to the QI Committee in a timely manner.
Identify opportunities for staff to participate in process improvement projects.
Act as a role model for staff in the department, and throughout the organization, for superior customer service.
Consistently display a positive attitude when interacting with staff, internal and external customers.

D. Fiscal Management

Develop annual budget for the Information Systems department, to include capital needs.
Review monthly variance reports for department and provide written explanations for variances over given thresholds.
Work with staff and department managers to identify opportunities to decrease costs within each cost center.
Monitor budget to continually improve efficiency, increase productivity, and reduce costs.

E. Communication

Nurture an atmosphere that encourages open communication among all staff in the department through monthly staff meetings, etc.
Communicate effectively with peers, staff, medical staff, contractors, customers and vendors.
Demonstrate good listening skills with staff and other departments.

F. Human Resource Management

Maintain familiarity with HR policies and procedures, and functions within those parameters.
Enforce hospital and departmental policies and procedures fairly and consistently.
Assure a formal department orientation for all new employees.
Review and revise departmental job descriptions as necessary.
Review employee performance prior to designated due date.
Document actions regarding employees in the approved manner and submit to HR within the time frame identified.

G. Compliance

Assure the enforcement of hospital compliance plan and policies within the department. Maintain absolute confidentiality of patient, employee, and business information at all times.
Address compliance issues and concerns immediately with the Compliance Officer and perform requested follow up.

QI: Assumes primary responsibility for developing, implementing and monitoring Department specific Quality Improvement initiatives and projects in support of the Hospital’s Quality Improvement Program through:

Monitoring key areas for quality performance on high volume, high risk, high impact and/or problem prone activities in safety, effectiveness, patient impact, timeliness and efficiency;
Identifying issues/problems, developing and implementing solutions and expectations for improvement and consistently monitoring progress and results;
Reporting Departmental quality improvement initiatives to the Quality Improvement Committee;
Educating, leading and motivating Department staff in an acute awareness of and ongoing commitment to the Hospital’s Quality Improvement Program and their role therein;
Collaborating with other Departments as appropriate in full support of initiatives and improvements in patient safety and care.

As an employee of Penobscot Valley Hospital, the position has an inherent role to care for our community members when in need. To this regard, the incumbent will be expected to participate in emergency/disaster preparedness planning and drills as requested. When called upon during a real-life disaster/emergency event, the incumbent will be expected to participate in the Hospital’s response to this event, within the scope of professional and personal ability to do so.

Qualifications

Bachelor’s Degree, required. 3-4 years experience in the management of information systems, preferably in a healthcare setting.

Strong technical background required. Experience in report development.

Excellent critical thinking, analytical abilities and communication skills are all essential qualifications for this position.

Ability to manage simultaneous projects consistently and effectively is also required.
