POSITION

The City of Baltimore, Department of Human Resources is seeking a Chief for the Office of Recruitment. Candidate hired for the role will be responsible for overseeing the day-to-day operations of the Office of Recruitment and management of the complete recruitment cycle and process.

What you will do:

Develop and implement effective hiring strategies that align with the City of Baltimore’s vision and goals.
Develop strategies for recruitment of talent, conducting market research analyses, building talent pipelines, and driving a strong brand for recruiting and relationship management.
Develop and implement innovative sourcing strategies to identify and attract the top passive and active candidates for open positions, while building a pipeline of candidates for future roles.
Collaborate with agency partners to develop a strategic plan on best practices for hiring executive, technical, specialized, and hard-to-fill positions.
Partner with agencies to determine specific hiring needs and position requirements to identify candidate profile, urgency to fill, culture, and organizational structure of the agency.
Analyze and improve hiring process within defined metrics to reduce overall time-to-start.
Plan, coordinate, and attend hiring events, representing the City of Baltimore to attract qualified candidates.
Recommend and drives process improvements to impact talent acquisition and engagement.
Recommend and implement changes in procedures to improve efficiency and effectiveness of office operations.
Monitors and ensures compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews and modifies policies and practices to maintain compliance.
Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law; applies this knowledge to communicate changes in policy, practice, and resources to upper management.
Manages departmental budget, vendor relationships, and contracts.
Maintains awareness of the Applicant Tracking System and the potential impact of those plans on current and future functionality.
Develops and maintains a strong functional team through effective recruiting, training, coaching, and team building.
Performs other duties as assigned.

KNOWLEDGE, SKILLS, AND ABILITIES:

Knowledge of general HR functions, wage/salary administration, recruitment, and workforce planning.
Ability to maintain records and write reports.
Ability to establish and maintain effective working relationships with the public and peers.

Superior verbal and written communication skills.
Proficient with Microsoft Office Suite or related software.
Excellent interpersonal, counseling, and negotiation skills.
Strong presentation skills, including training.
Excellent leadership skills.
Strong analytical and critical thinking skills.
Thorough understanding of recruiting methods and best practices, as well as applicable policies and federal, state, and local employment laws and regulations.

MINIMUMUM QUALIFICATIONS:

Education and Training: Have a Bachelor’s degree (or equivalent) from an accredited college or university in Human Resources Management, Business Administration, Organizational Development, or a comparable field.

Work Related Experience:

10+ years of broad HR experience including talent management, internship programs and promotional testing.

Recent experience recruiting in multiple discipline areas and levels, including hiring for non-exempt, exempt and leadership positions.

Previous experience in capturing metrics and producing various employment reports.

Experience in all areas of sourcing such as the Internet, social media, networking, employee referrals, job postings, as well as conducting external and virtual job fairs.

Experience working with external vendors, as well as understanding and management of contracts and vendor relationships.

Experience in working with applicant tracking systems, preferred Workday.

Experience with department budgets, and fiscal requests.

Knowledge of human resources, including supervisory responsibilities.

Knowledge of Criminal Background Check process and appeal processes.
