SCOPE:

This role provides clinical direction, training, and supervision to a multidisciplinary team in the professional delivery of services and works as a member of the agency’s management team; manages crises and mitigates risk for supportive housing, rapid rehousing, and affordable housing participants; contributes to the mission of Goodwill by helping to maximize opportunities for participants who are homeless and have other barriers to becoming independent while working within the limits of established policies and procedures.

ESSENTIAL FUNCTIONS:

Provide leadership to a multidisciplinary team in permanent supportive housing, rapid rehousing, supportive services, and affordable housing programs utilizing harm reduction philosophies, housing first principles, and evidence-based practices such as motivational interviewing and trauma-informed care.
Plan, coordinate, and facilitate meetings to ensure engagement of all staff and participants.
Ensure all adult and youth participants are assessed for risk and develop appropriate interventions to mitigate risks.
Oversee the provision of services primarily offered in participants’ homes. May be required to conduct Baker Acts as needed.
Ensure participants receive bio-psychosocial assessments that include self-report and documentation from treatment or social service providers, including medical and social history.
Screen participants upon receipt of referrals to ensure all participants meet program eligibility.
Prepare findings, diagnostic impressions, and recommendations. Present information, written and verbal, to team members, participants, and supervisors for the purpose of caseload management and/or case review.
Provide clinical and administrative supervision and training to team members.
Communicate regularly with the Vice President of Housing Services regarding housing issues and participant behaviors that may jeopardize their tenancy.
Gather necessary documentation to meet eligibility and contractual requirements for HUD programs, SHIP/ affordable housing, etc.
Direct team in the development and implementation of client-centered Personal Development Plans that reflect the individual’s desired goals while providing interventions that address barriers to maintaining stable housing. Utilize principles of positive youth development to include therapeutic, educational, recreational, and social activities.
Direct team in ongoing evaluation of the progress of program participants and adjust treatment plans in accordance with participants’ capabilities, needs, and interests.
Conduct regular chart audits to ensure that all documentation meets the standards of funders and Gulfstream Goodwill policies.
Collaborate with the Psychiatrist to develop clinical interventions for participants.
Attend Coordinated Entry Meetings and monthly Homeless and Housing Alliance Meetings.
Schedule and attend case conferences as needed.
Collaborate with community partners and stakeholders to ensure proper service delivery.
Participate in agency meetings and trainings as required.
Refer program participants to appropriate internal and external resources.
Prepare for internal and external agency audits per Gulfstream Goodwill guidelines.
Collaborate with the Vice President of Housing Services to provide oversight to affordable housing programs by ensuring rent guidelines are met.
May be required to conduct routine home visits, field observations, trainings, and conferences.
Provide regular staff supervision and training to team members as assigned.
Manage staff performance by conducting performance evaluations and managing staff time, including approval of time off requests, approving staff timesheets.
Maintain a professional environment for staff and participants at all times.
Collaborate with the Property Administrator to ensure accuracy of rent payments and timely submission of maintenance requests.
Serve as an advocate for staff and participants as needed.
May be required to work non-traditional hours to meet program goals.
Manage vehicle fleet and vehicle sign-out process.
Collaborate with the Vice President to develop or revise policies and procedures.
Ensure quarterly data reports are completed per funder requirements.
Provide assistance with other general department activities as assigned.

Demonstrate by words and actions a commitment to the Goodwill mission to help people with disabilities and other barriers to become self-sufficient, working members of the community.
Perform or assist with any duties or operations, as required to maintain workflow and to meet schedules and quality requirements.
Maintain safe work area and comply with safety procedures and equipment operating rules, keeping work area in a clean and orderly condition.
Participate in any variety of meetings and task force groups to integrate activities, communicate issues, obtain approvals, resolve problems and maintain specified level of knowledge pertaining to new developments, requirements, and policies.

KNOWLEDGE AND SKILLS:

Master’s degree in Social Work with Licensed Clinical Social Work certification or Licensed Mental Health Counselor required.
Minimum five (5) years’ experience in mental health, co-occurring disorders, and/or homelessness services.
Working knowledge of trauma-informed care principles and harm reduction interventions. Comfortable using and supervising staff in motivational interviewing and other evidence-based practices.
Demonstrated ability to establish and maintain rapport with program participants, other staff, and outside agency representatives.
Ability to communicate effectively verbally and in writing.
Ability to problem solve and/or act as mediator.
Must be detail-oriented; ability to meet schedules and complete work assignments successfully.
Must have a valid Florida driver’s license, valid insurance, reliable transportation for travel to outlying locations, and the ability to be insured under the company’s vehicle insurance policy.

PHYSICAL REQUIREMENTS:

Frequent travel.
General office environment.
Regular pushing, pulling, stretching, reaching, kneeling, stooping, and bending.
Occasional lifting and/or carrying up to 30 lbs.

TOOLS AND EQUIPMENT USED:

Computer and usual peripherals, word processing, spreadsheets and software programs, standard office equipment, safety equipment, automobile, large passenger van, or wheelchair accessible van, as required.
