Job Summary

Under the general direction of the Director of Finance, this position assists in managing and directly overseeing the daily activities and operations of the Finance Department. Performs responsible and professional administrative work which requires exercising independent judgement and mature discretion.

Job Scope

Assists the Director of Finance in the maintenance of accounting records consistent with Governmental Accounting Standards and Generally Accepted Accounting Principles and in the overall management of the Finance Department. Attends meetings and seminars. Performs reviews of internal controls, reporting, compliance with Governmental Accounting Standards and Generally Accepted Accounting Principles, compliance with state and federal laws, and City policies and procedures, makes recommendations to the Director of Finance and the City Manager. Works with the Director of Finance to prepare schedules and reconciliations of accounting records for the City's annual audit and budget. Completes various reports and analyzes data on a monthly and yearly basis. Communicates effectively with departmental personnel, auditors, and the public.

Qualifications

Requires Bachelor’s Degree in accounting and a minimum of two years progressively responsible experience in governmental or non-profit accounting or in a related field. Supervisory experience preferred. Working knowledge of the Governmental Accounting Standards and Generally Accepted Accounting Principles, as well as best practices for municipal finance, accounting, and budgeting. Ability to work within and delegate policies and procedures of the City. Ability to create and present oral and written complex reports and to establish and maintain effective working relationships with employees and the public. Certified Public Accountant (CPA) license and/or Certified Government Finance Officer (CGFO) license preferred. Must have and maintain a valid Texas Driver’s License. Must have and maintain a satisfactory driving record. Punctuality and regular attendance are required. Must satisfactorily complete a one-year probation period.

Special Requirements

Must have excellent verbal and written communication skills with the public and over the telephone. Must have good vision to accomplish general office work. Must be able to use hands/fingers for typing, filing, writing, operating a computer and calculator for long periods of time. Must be able to reach, stoop and bend and lift boxes weighing approximately 30 pounds. Must be mobile enough to move around the office to wait on people coming into the office. Must be able to sit or stand for long periods of time.
