Duties and Responsibilities

This position will perform the following:

Administrative Plan

Maintains knowledge of all requirements as assigned from the Administrative Plan.
Implements and updates all requirements as assigned from the Administrative Plan.

Housing Choice Voucher/Compliance

Manages the HCV program to support HAFC property management.
Manages all HCV program compliance and reporting activities.
Monitors and completes monthly submissions to the Voucher Management System (VMS) by the 22nd of each month.
Uses HUD forecasting tool to determine voucher values.
Conducts all individual interviews for new participants.
Conducts move-ins, including briefing voucher holders, updating their folders and data, and triggering inspections.
Manages the participant drop process.
Ensures that Section 8 self-certification (SEMAP) is completed and submitted to HUD by August 28 each year.
Manages the use of housing authority software such as Yardi making sure the HCV staff has the appropriate training.
Gathers information on utility schedules and payment standards from every utility source provided to any of HAFC’s HCV program housing units. Presents changes to HAFC’s Board of Commissioners for approval. The HCV team gathers this information annually in September and October; new schedules and standards are effective January 1.
Works with the Manager to complete the process of increasing rents for HCV participants.
Meets Public and Indian Housing Information Center (PIC) reporting requirements.
Updates the Public Housing Authority (PHA) plan and submits it to HUD by April 15 annually; also updates and submits the Five-year Plan.
Supervises and arranges the Residential Advisory Board (RAB) Meeting with the representatives of HAFC’s HCV units every February. During this meeting, the HCV Program Supervisor and Manager present HAFC’s annually updated Public Housing Authority (PHA) plan to the RAB.
Negotiates any housing conflicts between HAFC’s HCV voucher holders and their landlords.
Completes monthly check run for participant expenses, providing information to the Executive Director.

Finance

Oversees all financial management activities related to all of the programs and operations of the Authority and its affiliates including development of the operating and capital budgets according to the budget calendar; accounts receivable, accounts payable, payroll, contracting/purchasing, monitors monthly and other financial statements; takes effective corrective action as required.
Develops and maintains an integrated accounting and financial system for the HAFC; complies with applicable accounting principles, standards, and requirements and with internal control standards.
Assist with providing relative data and information in the development of specific financial policies, programs, procedures, and methods in concern with general policies; Assist with ensuring finance staff receives training and development opportunities as needed and based on funding availability.
Develops monthly cash flow projections for all Authority programs, utilizing rental income, HUD operating subsidies, other income, and investments to ensure the Housing Authority programs maintain an adequate cash flow for daily operations.
Assist the Executive Director in the administration of the HAFC management improvement program for quality assurance. Performs management studies and reviews and researches methods supporting more economical and effective approaches to performing the Authority's business.
Monitors management improvement initiatives and assists in the implementation of management strategies in areas such as strategic planning, productivity, and performance measurements.
Oversees overall financial management of the Portability billing process to reduce and eliminate any financial loss.
Responsible for monitoring and requests for raising rents and updating payment standards.
Provides information needed for the Section 8 check run to the accounting department.
Monitors administrative fees monthly.
Reconciles housing assistance payments (HAPs) monthly.
Coordinates with the Executive Director to develop the annual Housing Choice Voucher program budget.

Other

Monitors the workload of HCV Department Staff.
Coordinates the inspections.
Conducts and leads monthly Administrative Plan reviews to ensure staff knowledge of HUD requirements and implementation of all standards and policies.
Writes and updates all HCV standard operating procedures.
Oversees all direct reports and the quality of their work.
Responsible for meeting continuing education requirements of the position and reporting this information to Human Resources.

Minimum Qualifications

Education: Bachelor's degree in Accounting, Finance, Business Administration, or a closely related field from an accredited college or university and/or at least five years' experience in a related field. CPA preferred. Strong finance/accounting, analytical, organizational, management, and communications skills, and prior experience in interpreting governmental regulations and regulatory enforcement or compliance required. Knowledge of the general operation and procedures of a Public Housing Agency.

Pay: $100,000.00 - $120,000.00 per year
