The Maryland-National Capital Park and Planning Commission (M-NCPPC) is an award winning, nationally recognized six-time recipient of the coveted National Gold Medal Award for Excellence in Parks and Recreation Management, serving the Maryland region adjacent to the Nation's Capital.

The agency is seeking a talented and skilled senior manager for the Aquatics and Athletic Facilities Division within the Department of Parks and Recreation. Under general direction, the Aquatics and Athletic Facilities Division Chief manages distinct recreation facilities and programs, including aquatic facilities, golf courses, tennis facilities, ice rinks, multi-use/sports complexes, and a trap & skeet center throughout Prince George’s County. Work involves the total management of diverse work programs and facilities with complex purposes and goals to include close contact with citizens, community groups, and government officials to identify needs, plan programs, and respond to customer complaints. The Division Chief supervises a staff complement of 98 career employees and over 1100 seasonal staff. Positions reporting to the Aquatics and Athletic Facilities Division Chief include three assistant division chiefs and an administrative supervisor. The position reports to the Deputy Director of Recreation and Leisure Services.

Examples of Important Duties

Manages countywide recreation programs, facilities, and service delivery for aquatics, golf, tennis, ice rinks, and gymnastics. This position also manages additional programs offered within large multi-use/sports complexes serving larger geographic areas (e.g., fitness, track and field, special events).
Responsible for effective implementation and oversight of significant emergency and risk management practices and procedures (e.g., aquatics, gymnastics, ice rinks, trap & skeet, food & beverage).
Responsible for acquiring and maintaining county, state, and federal licenses and/or permits (e.g., aquatics, amusements, environmental, childcare, alcohol).
Responsible for developing, recommending, and implementing the division's goals and objectives, with an emphasis on innovation, conservation, sustainability, equity, and inclusion and in support of the department’s mission and vision.
Demonstrates effective leadership by promoting professional growth, innovation, empowerment, and accountability.
Prepares annual budget requests and manages division budget. Works with staff in the division to control expenditures in accordance with the approved budget. Directs staff to utilize the department’s cost recovery model for establishing fees for classes and programs.
Maintains knowledge of and evaluates new methods, best practices, and recreational trends through review of technical literature, attendance at professional seminars and conferences and informal exchanges of professional information.
Meets with citizens, community groups, business groups, Board of Education staff, Planning Board, County Council, and other government representatives to identify needs, plan programs, present reports, and answer questions.
Responsible for employee lifecycle, i.e. engagement, recruitment, onboarding, retention, development, and separation.
Establishes annual goals for direct reports. Initiates disciplinary actions, approves time cards and leave requests.
Plans, schedules, and assigns work for special activities.
Creates a framework for evaluating program outcomes; collects and analyzes data related to such things as program participation and facility utilization.
Serves as a liaison between department leadership and state and local leaders, community groups, and the public to communicate new policies and procedures and best practices for recreation services.
Establishes clear expectations for staff, sets performance standards and ensures regular performance feedback for employees.

Minimum Qualifications

Bachelor's Degree in Parks, Recreation, Public Administration, Engineering, Business Administration or any related field.
Eight (8) years of experience in Park and Recreation or Public administration/management that relates to the functional area of assignment (e.g., enterprise, interpretation, conservation, horticulture, recreation and leisure services, forestry, maintenance and development) and includes four (4) years at a supervisory level.
An equivalent combination of education and experience may be substituted, which together total twelve (12) years.
Valid driver's license in accordance with both State and Commission rules and regulations. Driver’s license must be unencumbered by restrictions, revocations, suspensions, or points that could limit the employee’s ability to drive Commission vehicles or perform driving duties required by the position of assignment.

Supplemental Information

PREFERRED QUALIFICATIONS:

1. Certified Park and Recreation Professional (CPRP) or Certified Park and Recreation Executive (CPRE)
2. Knowledge and management experience within specialty areas overseen by the Division (e.g., aquatics, sports management, multi-use/sports complexes)
3. Training and certifications related to specialty areas managed by the Division (e.g. Lifeguard Management, Lifeguarding/Lifeguarding Instructor, Water Safety Instructor, Aquatic Facility Operator, Certified Pool Operator.

Classification Specification: Parks/Recreation Programs Division Chief

Works a diverse schedule of evenings, weekends, and holidays, which at times exceed the normal work week.
