Role Description:

The Director IT Enterprise Solutions is to provide departmental leadership, vision and direction for evaluation, selection, development, testing, implementation, maintenance and support of solutions to meet the strategic objectives of DC Water. The incumbent works directly with business customers, colleagues, and other stakeholders to identify and maximize opportunities to utilize technology to improve business processes.

Essential Duties & Responsibilities:

Provides overall direction and guidance to managers and professional level staff (internal and external) in the execution of approved project plans.
Evaluates, prioritizes, plans and directs projects in compliance with the Authority’s approved SDLC.
Acts as a liaison between personnel inside and outside the organization to ensure the cost-effective delivery of solutions.
Provides strategic direction for solution delivery activities and oversees all activities.
Develops standards for all software development activities and provides technical guidance.
Promotes a culture of continuous improvement and innovation through the application of information technology.
Controls revenues and expenses within the department and is responsible for meeting budget goals.
Confers with other directors and managers to provide input into the strategic direction of Information Technology.
Manages vendor relationships for successful delivery of products and services.
Evaluates and redesigns project plans understanding the implications of different technical/process choices.

Supervisory Responsibilities:

Ensures that staff receive appropriate training and resources necessary to perform design and development work.
Evaluates progress and results regarding unit’s activities and goal attainment.
Manages personnel activities of staff (i.e., hires, fires, trains, appraises).
Reviews and evaluates the work of direct reports and prepares performance reports.

Skills & Qualifications:

Required Experience: Ten (10) years of experience in utilities and/or a large public/government agency inclusive of five (5) years of managerial experience.

Minimum Education Requirements: Bachelor’s degree in information technology or a closely related field from an accredited college or university.

Required Skills: Proficiency with MS Project and/or P6 Primavera, SharePoint, Visio and MS Office tools.

Exceptional oral and written communication skills.
Strong planning and organizational ability.
Exceptional analytical, problem solving, management and leadership skills.
Management of a multi-solutions mix application portfolio.
Experience with Project Portfolio management concepts and tools.
