About Indiana Department of Environmental Management:
Our mission is to implement federal and state regulations to protect human health and the environment while allowing the environmentally sound operations of industrial, agricultural, commercial, and governmental activities vital to a prosperous economy. We issue air, water, and solid and hazardous waste permits that restrict discharges to environmentally safe levels. Staff members inspect and monitor regulated entities; provide compliance and technical assistance; monitor and assess air, land, and water quality; use enforcement actions as necessary to ensure compliance; and respond to incidents involving spills to soil or waters of the state.
Role Overview:
The Grant Analyst is responsible for the fiscal administration of a portfolio of grant programs within the Indiana Department of Environmental Management (IDEM), including maintenance of records, control of appropriated funds, and accurate, timely, and complete accounting of assigned accounts. In this role, you will be responsible for the financial management and reporting on assigned Federal grant programs including project costing and management within PeopleSoft Financials and E-Civis.
Additionally, the Grant Analyst will be responsible for:
- Submission of applications and setup for assigned Federal grant programs.
- Reviews and communicates budget concerns to program staff.
- Conducts monthly meetings with program staff for assigned Federal grant programs.
- Reviews for eligibility and approves project expenditures.
- Processes invoices and reimbursement in Federal grant system.
- Reconciles complex discrepancies between accounts and notify the appropriate department or supervisor of errors.
- Serves as a liaison between agency and the federal government or other funding sources.
- Advises on the status of assigned grant programs.
- Prepares accounting records and financial reports.
- Analyzes and interprets financial statements and reports.
- Certifies the accuracy of financial records and accounts.
- Interacts with state and federal auditors.
The ideal candidate for this position will have experience with grants management, advanced skills with Microsoft Excel, be comfortable facilitating meetings as well as speaking in public, and have strong initiative and leadership skills.
Salary Statement:
The salary for this position traditionally starts at $53,222.00 but may be commensurate with education or work experience.
The essential functions of this role are as follows:
- Prepare, examine, and analyze accounting records and financial reports to assess compliance with procedural standards.
- Maintain or examine the records of government agencies.
- Advise the appointing authority and/or controller of the status of all accounts.
- Develop policies and procedures for general accounting and bookkeeping.
- Oversee usage of the computerized accounting system.
- Establish work methods and control measures for accounting/bookkeeping functions.
- Certify the accuracy of the agency’s financial records and accounts.
- Review reports for grant reconciliation for grant-funded accounts.
- Direct program staff in accounting matters relating to specific program funding.
- Some essential functions of this position may be performed onsite at the agency’s worksite or other assigned worksites, while some essential functions of this position may be eligible for work from home authorization in accordance with policy. Remote work authorization is not automatic and is dependent upon operational needs and agency approval.
This position is exempt from overtime compensation for additional work hours which may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.

- Extensive knowledge of automated accounting systems.
- Ability to lead budget preparations.
- Ability to direct the preparation and interpretation of complex financial statements and reports.
- Ability to analyze and solve complex accounting problems.
- Ability to develop new, or modify existing, accounting procedures and methods.
- Able to perform essential functions with or without reasonable accommodation.
Supervisory Responsibilities/Direct Reports:
This role may serve as a team lead for an assigned work group.
