We currently have an exciting opportunity in our Contracts department. This position specifically is located in Norfolk, Virginia. We are looking for a Cost Analyst.

ESSENTIAL FUNCTIONS AND PURPOSE (Job Description)
The Contracts Cost Analyst must be able to create & maintain databases for the purpose of overseeing the financial health of ongoing ship repair contracts. To do so, the analyst must be fluent in Excel, and trainable in multiple Data Base Management Systems.
POSITION DEMANDS (Education/Training)
- Typically has a BA/BS in Business Administration or a related academic field plus 4 years directly related experience or AA/AS plus 6 years directly related experience or 10 years directly related experience.
- Shipyard experience desired.
- Must have knowledge of Microsoft Office.
- Must have an understanding of direct cost, indirect costs, fees, and how they pertain to the cost reporting process.
- Basic knowledge of contract requirements including Contract Data Requirement List (CDRL), Federal Acquisition Regulations (FAR), Defense FAR Supplement (DFARS), and Cost Accounting Standards (CAS).
POSITION DEMANDS (Required Experience)
In depth knowledge of:
- While a degree in accounting is not required, a familiarity with cost and accounting practices and guidelines is required.
- Trade production rate structures and budget management.
- Earned Value Management System (EVMS), Cost, Schedule, and Control System (CSCS).
- Performance trend, budget, and resource capacity analysis including recommendations and implementation plans.
- Strong costing, analytics, and accounting skills.
- Repair and modernization Work Breakdown Structure (WBS) philosophy.
- Ship repair, overhaul, and modernization processes and procedures.
- Material Procurement processes.
- Development and implementation of strategic Repair objectives.
- Technical conflict resolution between all Production, Purchasing, Subcontracts, and support departments.
- Development, application, and analysis of performance measures.

WORKING RELATIONSHIPS
- The position of Contracts Cost Analyst reports to the Contracts Manager.
- The position requires a close working relationship with Planners, Program Managers, Estimators, and NWRMC Personnel. The Program Managers will be the primary customers.
- The position requires the ability to work independently with minimal supervision.
PRINCIPAL RESPONSIBILITIES
- Create database files in appropriate software application and ensure accuracy.
- Maintain database files by:
- Appending appropriate change order budgets to database.
- Update actual costs with weekly labor and material downloads.
- Create weekly in-house Cost Schedule Status Reports (CSSR), for Program Managers.
- Work with Program Managers to develop an analysis of cost variances outside the contractual thresholds.
- Prepare cost and funding data to support the Program Managers, for internal customers and teaming partners.
- Interact with Program Managers concerning job status, which may include up-to-date progress for individual items or reasons why an item is either over running or under running the budgeted amount.
- Review variance analysis to assure compliance with Contract Data Requirements List (CDRL).
- Compile transfer request documentation for labor, material, and/or subcontractor costs that have been posted.
- Coordinate with the Accounting Department to reconcile any discrepancies.
- Produce and maintain the hardcopy contact files.
- Assist in printing and preparation of proposal packages.
- Perform other duties as assigned.
ACCOUNTABILITY
Accountable for the quality of financial reports and cost analytics, providing accurate Estimate at Completion (EAC's), and assisting the management team in program cost management to include customer and stakeholder management when necessary.
UNIQUE/ADDITIONAL REQUIREMENTS
- Regular, reliable attendance on-site is an essential function of the job.
- Must be able to access all leased and owned property and go aboard ships.
- Must qualify for a Rapid Gate badge.
- Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and the ability to focus. While performing the duties of the job, the employee is regularly required to sit, use hands and fingers, handle or feel objects or controls, and to talk and hear. Must have good eye/hand coordination.
- The noise level in the work environment is usually moderate.
