The incumbent is part of a global public health organization and is expected to support the Florida Department of Health in Pasco County in its mission to protect, promote and improve the health of all people in Florida through integrated state, county and community efforts and its vision to be the Healthiest State in the Nation. Your Specific Responsibilities:
This is a highly responsible, fulltime professional position, able to work independently and is detail-oriented in assessing, developing, implementing, and evaluating public health services, needs, and programs at the county level. A strategic thinker with experience in quantitative and qualitative data collection and analysis, and the ability to manage multiple tasks and communicate effectively with a wide variety of audiences. Familiar with all aspects of assessment and evaluation activities including developing assessment/evaluation tools and methods, collecting and analyzing data from internal and external sources, producing reports, and presenting results. Strong written and verbal communication skills required. Bilingual in English and Spanish a plus. Position requires ability to work with policy makers, youth, adults, professionals in various fields, and internal agency leadership. This position requires the following abilities: public health assessment and evaluation experience, public speaking, coalition building, program development skills, marketing, and public relations. This is a professional position assuming the responsibility for the development and implementation of community health assessments, action plans, partnerships, and evaluation strategies to address priority health challenges in Pasco County. The person in this position will also provide support to agency wide public health and health equity initiatives. This position requires a good working knowledge of computers and marketing techniques including social marketing, and the person in this position must have knowledge of and understand cultural competence and health equity issues. This position requires local travel and may require some weekend and evening hours.
- Represent the county health department as the Minority Health Liaison to the Florida Department of Health's Office of Minority Health and Health Equity, including participating in statewide calls, activities to advance health equity and any associated reporting.
- Assessing communities and engaging key leaders in the communities to help with PACE-EH projects.
- Coordinating local partners for public health initiatives to document innovative and evidence-based strategies to promote equity.
- Identifying, analyzing, developing, implementing, monitoring, and evaluating activities and community engagement that focus in the reduction of health disparities.
- Supports health equity planning and performance initiatives of DOH- Pasco.
- Serves as a member of the agency Health Equity Teams.
- Provides technical support and assistance for programs on health equity and social determinants of health.
- Continuously monitors agency cultural competence, including alignment with strategic plan, identifies opportunities for improvement, and proposes and monitors initiatives, activities, and corrective actions.
- Engage partners in building/updating plans and health equity plans with the intention of establishing systems that can also support future emergency responses.
- Leading a collaborative process that engages staff and community partner members to identify measurable outcomes and a process for tracking progress and trends related to health equity.
- Participating on internal and external councils, committees, and workgroups as a resource person and compiles resource materials to provide health education that promotes improving racial and ethnic health disparities.
- Work with programs to identify measurable goals and outcomes relating to health equity and cultural competency.
- Conducting community presentations.
- Helps with reports and presentations on progress toward organization's cultural competence goals and objectives and other performance measures within the QI and SP plan as requested.
- Researches new PMQI initiatives to help sustain a culture of quality at DOH-Pasco through trainings to staff, writing, revising and updating/creating plans when needed for reaccreditation.
- Contributes to long-term project and strategic planning and workforce development plan.
- Helps with data management, data analyzing and creation of different data management systems and spreadsheets for projects and divisions at DOH- Pasco.
- Attend internal trainings as requested.
- Assist team members with projects when needed.
- Other duties assigned by supervisor.
Required Knowledge, Skills, and Abilities:
- Knowledge of the principles and practices of community health assessments, program development, and monitoring and evaluation.
- Knowledge of the principles of social determinants of health, health equity, and health inequities.
- Knowledge of national, state and global health trends and strategies.
- Knowledge of public health roles and responsibility to the public.
- Ability to plan, develop, conduct, and facilitate public health assessments and community health improvement planning, including community health assessments, health impact assessments, and action planning, with community members, stakeholders, and partners.
- Ability to develop and carry out program monitoring and evaluation.
- Ability to collect and analyze data, and prepare and present reports.
- Ability to effectively speak publicly and teach health equity concepts and techniques to community members, partners, and county health department staff.
- Possess excellent verbal and written skills.
- Able to elicit the professional confidence and cooperation of others.
- Able to establish and maintain an effective working relationship with program contacts, agencies and other community groups, that provides services to the public.
- Able to collect and analyze information and make appropriate recommendations.
- Familiar with the concepts of risk communication methods, assessment and evaluation.
Qualifications:
Preferred: Master's degree from an accredited college or university in one of the areas of study described above and one or more years of professional experience as described above.
Minimum: Bachelor's degree from an accredited college or university in one of the areas of study described above and three or more years of professional experience as described above. Florida Driver's License required.
