Coordinator, Emergency Management
Job Profile Summary
Under limited supervision, this position supports the planning, development, implementation and monitoring of emergency management policies, programs, plans, procedures, and related initiatives for the college, in accordance with Federal, State, and local emergency management requirements and standards.
Minimum Education:
- Bachelor's degree required in Public Administration, Public Safety Administration, Emergency Management, Homeland Security, Criminal Justice, or related field. Master's degree preferred.
- An equivalent combination of education and experience may be considered.
Minimum Experience/Training:
- Four or more years of experience in emergency management or public safety. Experience in Higher education preferred. National or state certification in emergency management preferred.
Minimum Certification/Licenses:
- FEMA Emergency Management Institute (EMI) IS-100.b (ICS 100), 200.b (ICS 200), 700.a NIMS, 702.a NIMS, 703.a NIMS, 706 NIMS, & 800.b National Response Framework.
- Additional emergency management certifications a plus.
Essential Function:
- Daily - 20%: Supports the planning, organizing and execution of the Emergency Management program in compliance with local, state, and federal operational standards. Assist in researching, reviewing, writing, maintaining, and revising emergency plans for college operations used during emergency or disaster events.
- Daily - 15%: Coordinates a comprehensive emergency preparedness education program; conducts training and public awareness presentations College-wide; provides proactive support for training programs delivered to faculty, staff, students, and the community.
- Weekly - 15%: Serves as an alternate point of contact for emergency management, homeland security outreach, and stakeholder engagement. Builds and maintains cross functional relationships with appropriate federal, state, and local community and professional groups.
- Weekly - 10%: Facilitates, monitors, and coordinates hazard/threat identification and analysis, prevention/protection, mitigation strategies and business impact analyses.
- Weekly - 10%: Develops and conducts exercises or drills in accordance with Homeland Security Exercise and Evaluation Program.
- Monthly - 5%: Serves as alternate emergency management liaison with local, State, and Federal agencies, to include the Broward Emergency Management Division, Florida Division of Emergency Management, Federal Emergency Management Agency, local, county, state, and federal agencies.
- Other - 5%: May serve as an alternate in the Broward College's Emergency Operations Center and District and Campus Incident Management Teams and associated emergency staff.
- Other - 5%: Facilitates the coordination of emergency support functions and serves as an alternate sender of emergency notifications to include Timely Warnings.
- Other - 5%: Participates as a member of various committees, attends conferences, and professional development opportunities.
- Other - 5%: Designs, develops, manages, and implements special programs and trainings that support emergency management best practices in accordance with the National Incident Management System (NIMS). Assist in training, exercise, and program implementations as requested.
- Other - 5%: Performs other related duties as assigned.
Knowledge, Skills and Abilities
- Knowledge of appropriate safety precautions, emergency procedures, operations, and planning.
- Ability to maintain records and prepare clear and concise reports.
- Knowledge and experience with Jeanne Clery Act.
- Fully proficient in professional and functional standards and protocols of position.
- General understanding of College’s structure, policies and practices, and the impact on its own area.
- Ability to contribute in multiple related areas within the function.
- Expertise in understanding and following project plans, including the coordination of multiple resources and activities.
- Understanding of and ability to coordinate interdependencies of work within the area and of resources from outside the area.
- Ability to exchange and present information with individuals and colleagues within the College.
- Requires advanced knowledge of computerized systems and operating environments i.e. Microsoft Office Products and specialized computer systems.
- Ability to interact and effectively communicate with a diverse employee, student population.
