Position Description
The PA shall perform and provide medical examination and treatment as required by the Military Treatment Facility (MTF) Chief, Department of Primary Care and Community Medicine (DPCCM), or counterpart, at each location. The PA shall perform the services, which a military PA with similar training and experience would be called upon to perform while in a similar duty assignment. The PA shall be responsible for a regularly appointed clinic, compatible with workload and, in addition, provide immediate evaluation and management of emergent problems as they occur. PAs providing services for this contract will work at satellite aid stations. They are required to manage their own patient care schedules and clinic operations in its entirety, in addition to being the primary provider of health care services. The Physician Assistant is expected to practice independently without direct physician oversight.
Responsibilities
- Collect and record, in proper format, medical and social historical data appropriate to the patient's condition.
- Perform a general physical examination. Record the findings in proper format and determine medical qualification for various purposes. Maintain outpatient medical records in accordance with Military Treatment Facility procedures and with JC guidelines.
- Select the most appropriate diagnosis and treat in cases of uncomplicated common illnesses and injuries. Identify and report those situations and individual cases which have public health significance and carry out effective control measures.
- Plan and initiate proper treatment within the PA's defined privileges and the scope of practice per MTF policy and procedure, and IAW with JC guidelines.
- Recognize those more complicated cases, initiate treatment (if appropriate), and refer to a higher level of medical expertise for diagnosis and/or treatment.
- Stabilize and manage a patient in a medical or surgical emergency and/or transfer to physician care.
- Clearly communicate to other health personnel either orally or in writing the findings, diagnosis, and planned treatment regimen.
- Determine appropriate means of evacuation of emergency patients, prepare patients for evacuation, and arrange for evacuation support.
- Knowledge of a variety of pharmacological agents used in patient treatment, the desired effects, side effects, and complications of their use as well as the accurate administration of the pharmacologic agent, including dosage calculations as required.
- Knowledge in administrative requirements for the documentation of patient's condition, progress and acknowledgement of teaching, and follow-up care.
- Adhere to peri-operative, infection control and safety policies and procedures used in the MTF and IAW JC guidelines.
- Schedules referral appointments, arranges for procedures, and performs telephone follow up, as appropriate.
- Demonstrate good time management skills.
- Recognize, diagnose, and appropriately treat or refer patient with common musculoskeletal injuries and adhere to post-operative protocols.
- Provide after hour and weekend primary care and/or telephone consultation periodically, as scheduled with the Contracting Officers Representative. Instruct orthopedic injury management or other medical classes that fall within expertise as required.
- Ensure compliance with standard of care and practice in accordance with all established policies, procedures, and guidelines used in the MTF and IAW JC guidelines. Provide care within ethical and legal boundaries.
- Complete orientation and competency verification programs in accordance with unit guidelines.
- When assigned, serve, and participate in committees, functions, and other meetings. Provide relevant and timely information and assists with decision-making and process improvement.
- Will report to the Command Surgeon for clinical related issues.
- When required, participate in the orientation, training, and evaluation of duty performance of newly assigned personnel, as appropriate.
- As required, participate in customer service initiatives and medical readiness activities, designed to enhance health services.
Education / Certification
- Education: Graduate of a Physician Assistant Training Program accredited by the Accreditation Review Commission on Education for the Physician Assistant (ARC-PA), or its predecessors as long as the license has been maintained uninterrupted. Master’s Degree preferred.
- Certifications: Board Certification as a Physician Assistant by the National Committee on Certification Physician Assistants (NCCPA); Cardiopulmonary Resuscitation (CPR); Advanced Cardiac Life Support (ACLS) and Pediatric Advance Life Support (PALS) as required by position or MTF requirements.
Experience
5-years’ experience as a physician assistant working in an outpatient clinical setting; 2-years of this experience working in an orthopedic, family practice, or emergency services clinical setting; 5-years’ experience working in a military or government setting.
Licensure
Valid, unrestricted, PA license at least one state, territory, or commonwealth of the US.
Travel
- Local travel within the National Capital Region on a monthly basis may be required.
- CONUS travel for 4–8-week periods one to two times a year may also be required. OCONUS travel for 2–4-week periods annually may be required.
Other Qualifications
- Shall be able to read, write, speak, and understand English well enough to effectively communicate with all patients and other health care providers.
- Shall be knowledgeable of equipment and supply terminology and skill sufficient to identify and use necessary equipment and supplies properly and to communicate proper use with nurses, medical staff, patients, and family members.
- Shall be sufficiently skilled to teach patients proper self-care and to motivate patients and family members to continue the procedures for promoting rapid healing.
- Shall be knowledgeable and possess skills necessary to provide care appropriate to any age-related needs of the patients. The contract PA shall demonstrate knowledge of the principles of growth and development appropriate to the patient population served.
- Assess, coordinate, facilitate, deliver, and evaluate care for the population served.
- Knowledge of a wide range of medical disorders/conditions, diagnostic studies and treatments related to prevention, and detection of illnesses in adults.
- The contracted PA will be knowledgeable in professional care theories, principles, practices, and procedures to perform assignments of moderate difficulty.
- Knowledge of computer operations and proficiency in the use of basic word processing, data entry and automated medical records.
- After appropriate training, demonstrate proficiency using Armed Forces Health Longitudinal Technology Application (AHLTA).
- Be a U.S citizen.
- Hold and maintain a U.S. driver’s license.

Security Clearance Requirements
Candidate must have an active Top Secret clearance prior to the start of the period of performance.
