ABOUT SGVCOGThe San Gabriel Valley Council of Governments (SGVCOG) is a regional government planning agency that aims to maximize the quality of life in the San Gabriel Valley. We are a joint powers authority consisting of 31 incorporated cities, unincorporated communities in Los Angeles County Supervisorial Districts 1 and 5, and three San Gabriel Municipal Water Districts. This position will work with the Government and Community Relations department supporting government relations and legislative initiatives.
THE POSITIONThe San Gabriel Valley Council of Governments (SGVCOG) is seeking a skilled Legislative/Government Relations Analyst to monitor, analyze, and report on legislative activities that impact the region. This role is crucial for providing policy analysis and recommendations that influence the SGVCOG’s Governing Board adopted legislative platform. The Legislative/Government Relations Analyst will also assist with intergovernmental relations, special projects, grant coordination, and community outreach and stakeholder engagement strategies to support the mission, goals, and objectives of the agency. The Legislative/Government Relations Analyst should be organized and detail-oriented, have political savvy, maintain superior writing skills, and be a driven self-starter.
ESSENTIAL DUTIES & RESPONSIBILITIES- Monitors legislative developments at the local, state, and federal levels, identifying potential impacts on SGVCOG programs.
- Assists in tracking, analyzing, and interpreting impacts of proposed local legislation, regulations, and propositions impacting SGVCOG programs, legislative priorities, and its member agencies.
- Works with SGVCOG’s state and federal advocates to monitor legislation, regulations, and propositions impacting SGVCOG programs, legislative priorities, and its member agencies.
- Supports SGVCOG’s legislative initiatives and works closely with internal and external stakeholders to advocate for policies aligned with SGVCOG’s goals.
- Prepares comprehensive legislative research reports, memos, and other documentation to inform decision-making.
- Assists in identifying funding opportunities for programs and projects, and coordinates regional efforts and strategies to secure funding through legislative advocacy and the preparation of grant applications.
- Assists in preparing grant applications and coordinates grant tracking and reporting systems.
- Implements community outreach and stakeholder engagement initiatives to support agency projects and programs, and increase public awareness and understanding of SGVCOG activities in the San Gabriel Valley region.
- Provides assistance, technical and administrative support, and professional expertise to SGVCOG policy and technical advisory committees, and Governing Board, as assigned, including preparing agendas, presentations, meeting packets and materials, organizing and scheduling meetings, speakers and events, and maintaining meeting minutes and records of assigned committee in accordance with the Brown Act.
- Prepares and presents reports to SGVCOG Governing Board, policy committees, and other working groups, as necessary.
- Coordinates and assists with planning of special events, press conferences, and media events.
- Liaises with elected officials, agency partners, and community stakeholders to represent SGVCOG’s interests.
- Assists in the development, administration, and monitoring of assigned program budgets and fiscal activities.
- Assists in the contracting, selection, and management of consultants, as needed.
- Attends off-site community events, as needed.
- Performs other related duties as assigned.

EDUCATION & EXPERIENCELegislative/Government Relations Analyst- Bachelor’s degree in political science, public administration, public policy, communications, operations management, business administration, or a related field.
- At least one year of experience in legislative analysis and process, including bill tracking, policy analysis, and regulatory compliance.

- Associate degree in political science, public administration, public policy, communications, operations management, business administration, or a related field.
- At least three years of experience in legislative analysis and process, including bill tracking, policy analysis, and regulatory compliance.
- Preferred: Bilingual skills (Mandarin, Cantonese, Spanish).
- Preferred: Experience working at a government entity, non-profit, or equivalent entity.
- Required: A valid California Class C driver’s license and the ability to maintain insurability under the agency’s vehicle insurance program.
Senior Legislative/Government Relations Analyst- Bachelor’s degree in political science, public administration, public policy, communications, operations management, business administration, or a related field.
- At least three years of experience in legislative analysis and process, including bill tracking, policy analysis, and regulatory compliance.
- Required: Experience working at a government entity, non-profit, or equivalent entity.
- Preferred: Bilingual skills (Mandarin, Cantonese, Spanish).
- Preferred: One year of supervisory experience.
- Required: A valid California Class C driver’s license and the ability to maintain insurability under the agency’s vehicle insurance program.
