Reporting to the Director-Standards, the Program Manager-Standards assists with the management of APTA’s important Standards Program. The incumbent is responsible for the management of program grants and technical resources as well as oversight of standards development activities. The position also supports the various standards committees and working groups and the APTA staff managing those groups.
DUTIES AND RESPONSIBILITIES:
Specific duties and responsibilities include, but are not limited to the following:
- Works with the Director-Standards to manage all standards related to federal grants and ensures all reports are submitted and deadlines are met. For the FTA Transit Standards Program grant, conducts regular meetings with federal partners, and updates APTA management with regular reports;
- Serves as the staff advisor to one or more standards planning committees and/or working groups, managing their workload, priorities, meetings, schedules, and documents production as well as organizing each committee or working group’s various virtual and in-person meetings during the year;
- Supports APTA staff with the timely development of standards documents, and provides guidance for program development, work plans, budgets, and contracts. Additionally, this individual will maintain the Standards Program document database(s) and serve as the liaison to the information technology team for the maintenance of related webpages on APTA.com;
- Serves as the primary user and trainer on APTA’s digital platforms (e.g., APTAConnect) that involve standards and associated work such as voting and document dissemination as well as supports the delivery of webinars or in-person meetings that address topics related to existing APTA standards;
- Provides support to APTA staff and contractors responsible for standards development, including use of systems such as association management applications, online collaboration tools, learning management systems, online meetings and webinar platforms, and Microsoft Office Suite tools;
- Staffs the APTA Standards Program table-top display at various APTA conferences;
- Travels frequently to promote the Standards Program at APTA meetings and conferences, allied organization conferences (e.g., AREMA, IEEE, etc.), and standards committee/working group meetings.
MEASURES OF ACCOUNTABILITY:
- Ability to effectively communicate orally and in writing with a diverse cross-section of transit industry members and professionals;
- The degree to which programs are managed in an efficient and professional manner to achieve work tasks while maintaining cost control and performance that includes applying modifications and redesigns in a timely manner;
- The degree to which the incumbent coordinates, engages, and communicates with APTA staff and members in a collegial, respectful, and professional manner.
QUALIFICATIONS:
- BA/BS degree and a minimum of 3-5 years of prior experience with a standards organization and/or in the transportation industry and familiarity with transit or rail operations;
- Excellent project management, effective communication (both written and verbal), and interpersonal skills;
- Ability to positively and responsively interface and engage with APTA members and staff;
- Ability to travel to attend and support conferences, seminars, committee/working group meetings, and other events related to work objectives;
- Other duties as assigned.
