Tamayo Federal Solutions, LLC (TFS) is seeking an experienced Senior Public Health Advisor (PHA). This position will provide technical assistance to program activities involving a broad and complex range of public health interventions. The work requires an extensive breadth of program knowledge, intensity of efforts, and often working on multiple projects and programs operating concurrently. Programs consist of multiple layers of ethnic and social economic activity.
In this role, you will support planning, developing, coordinating, and evaluating programs, projects, activities, or other work independently. The PHA will be required to complete a REDCap, (or other portable software), weekly activity survey, and a monthly activity summary from each Field Support Officer (FSO), Epidemiologist, and Data Manager that captures information as agreed upon between the consultant and CDC. The monthly report summarizes accomplishments, challenges encountered, and solutions proposed, as well as any additional recommendations by country. Mid-year and Year-end Legacy Activity Progress Reports will also be required.
Key duties and responsibilities include:
- Analyze World Health Organization (WHO), Africa Regional Office (AFRO), or host country partner epidemiologic data as it relates to VPD surveillance, disease transmission and outbreaks for use by CDC in documentation, data management and legacy planning. Example: Use epidemiologic data and polio expertise to identify high risk districts and help build capacity to vaccinate chronically unreached and under-vaccinated children.
- Analyze epidemiological data and work with Ministries of Health (MOH) and other international organizations (NGOs, and other Public Health organizations) to create solutions to problems that arise in polio eradication and VPD program implementation and outbreak response. Example: Identify specific improvements and activities from SIA’s that will be implemented to strengthen immunization practices at the district and national level.
- Provide technical advice to CDC’s Strategic Information and Workforce Development (SIWD) Branch of the Global Immunization Division (GID) regarding the training and field work of National Stop Transmission of Polio (NSTOP) and Stop Transmission of Polio (STOP) teams. Example: Develop training materials and courses to train polio staff on enhancing the overall immunization surveillance system. Conduct refresher training for national immunization staff.
- Provide technical advice to the Polio Eradication Branch management regarding data collection activities in operational research, including integration projects in polio endemic countries and countries with transmission of polio, in order to assist with the analysis of the data collection and surveillance efforts during SIAs and routine immunization activities in country.
- Participate with Polio Eradication Branch team leads in development and implementation of field project plans addressing routine immunization, data quality or surveillance, outbreak investigation, and vaccination campaigns. Use historical polio data to improve outreach activities. Example: Use data on hesitant households/communities to develop and improve microplanning activities. Develop strategies to integrate polio surveillance with VPD surveillance. Engage with community service organizations to improve outreach activities.
- Provide support to CDC's overseas detailees and GPEI partners in the Africa region on technical issues and program activities (polio campaigns, surveillance, training).
- Participate in program planning meetings, strategy development, evaluating program activities and operations sustainability.
- Develop strategies and plans for meeting national program objectives.
- Coordinate PEB field activities and deployments for the Africa Team.
- Provide administrative support to the Public Health Advisors within PEB to ensure successful program execution.
- Perform analysis and prepare intricate, substantive study reports to cover findings, and recommendations. Perform expert analysis of collected data and findings and interpret complex legislative, regulatory, and/or policy guidance for use in managing nationwide public health programs.
- Provide advice to the PEB CDC Public Health Advisors on budgetary/fiscal spend plans. Review the budgets, monthly burn rates and travel funds and report to the Team Lead and/or PHA on findings.
- Provide technical assistance to our HQ/in-country teams.
- Provide technical advice on partner proposals and cooperative agreement packages to the team leads.
- Serve as liaison and respond to inquiries from staff, partners/collaborators, and the general public.
- Coordinate with partners on activities, especially the placement and work of numerous consultants in the field.
- Participate in standing meetings within the polio eradication branch as well as technical and/or regional teams as needed.
- Provide technical assistance to the Campaign Effectiveness project in Nigeria.
Requirements:
- Masters of Public Health (MPH) and advanced university degree in public health or medicine from a recognized university.
- Experience working with multi-lateral partners at sub-regional, regional, and international levels.
- At least 6 years of experience in international setting leading polio eradication activities particularly in outbreak response in complex settings.
- At least 6 years of experience in vaccine practices and community-based surveillance activities.
