The Planet Practice Group & the Climate Change Group
Climate change, poverty, and inequality are the defining issues of our age. The World Bank is the biggest multilateral funder of climate investments in developing countries. Over $32 billion in 2022 alone - accounting for over half of multilateral climate finance to developing countries and over two-thirds of adaptation finance. We intend to go further in helping countries reduce poverty and rise to the challenges of climate change with our revamped mission to create a world free from poverty on a livable planet.
The Planet Practice Group (PG) helps countries tackle their most complex challenges in the areas of Agriculture and Food, Climate Change, Environment, Natural Resources & Blue Economy, Environmental and Social Framework, Urban, Disaster Risk Management, Resilience & Land, Social Sustainability and Inclusion, and Water. The Climate Change Group (CCG) resides in the Planet PG and is responsible for mainstreaming climate change across the Bank and scaling climate finance.
The Climate Finance & Economics Unit
The Climate Finance & Economics Unit (SCCFE) is one of five units in the World Bank's Climate Change Group (CCG). The mandate of the unit encompasses three workstreams:
- Climate analytics and diagnostics: development of climate analytics and diagnostics, including tools, instruments and flagship reports that inform climate policy, priorities and finance;
- Carbon markets & finance and carbon pricing: support client countries on carbon markets and carbon pricing and drive innovation in international carbon markets infrastructure;
- Scaling up and innovation in climate finance: develop innovative climate finance instruments and business models to help the Bank scale up climate finance.
SCCFE accomplishes its mandate in close collaboration with other units within CCG and other regional teams and global practices (GPs).
About the Position:
SCCFE is seeking a highly motivated ETC to support the delivery of SCCFE's analytics and diagnostics workstream and carbon pricing workstream. In addition to familiarity with climate change economics, climate adaptation and resilience, carbon markets and carbon pricing, the successful candidate is expected to have strong data analysis and project management skills, superb attention to detail, and excellent communication and interpersonal skills. The ETC will be based in Washington, DC, and report to SCCFE's Practice Manager.
Duties & Accountabilities
The successful candidate will contribute to, but not limited to, the following activities:
Climate analytics and diagnostics:
- Support the analytical activities, data production and publications in the area of adaptation, including method development, tool refinements and applications, such as Adaptation and Resilience (A&R) readiness assessment, Resilience Rating System, based on lessons learned from applications;
- Support the dissemination and engagement of the adaptation and resilience knowledge products (e.g., adaptation flagship report), including collaboration with regional teams (e.g., ECA, AFW) to develop relevant insights/messages for operations;
- Support the further development of adaptation finance workstream;
- Support to select operational teams, including:
- Support the development and piloting of methodological framework, with metrics, for identification and tracking of climate adaptation and resilience benefits, working on concrete World Bank operations. The work would include supporting analytical work aiming to monetize climate benefits and supporting associated World Bank dialogue with its clients. The targeted World Bank operations may cover energy access and blue carbon sectors, for example.
Carbon markets & finance and carbon pricing:
- Support the carbon pricing analytics work program, including analysis and data management to help deliver products relating to the State and Trends of Carbon Pricing. This includes supporting the management of, and enhancements to, the carbon pricing dashboard;
- Undertake research and develop new (and improve existing) analytical tools to help understand, analyze, and communicate the latest developments and trends in carbon market and carbon pricing trends and policies;
- Support refinements to the World Bank's total carbon price assessment, including working with MTI to enhance the methodology, expand bottom-up data collection, and improve the communication and dissemination of the results to regional teams and other global departments;
- Perform other duties and functions as assigned by the SCCFE Practice Manager or other SCCFE leads and TTLs.
Selection Criteria
- A Master's degree or equivalent post-bachelor qualification in economics, finance, energy, environment, international development, or other relevant technical field.
- A minimum of five years of combined relevant work experience in climate change, sustainability, or policy-related work in a sector with high climate mitigation potential (e.g., energy, agriculture, transport).
- Established familiarity with the Adaptation Principles approach and the Adaptation & Resilience readiness assessment methodology.
- Established familiarity with the Resilience Rating System and climate risk stress testing approach and methodology.
- Proven experience in engaging with project teams on evaluating the PAD, economic analysis, and other documents using climate data and resilience considerations.
- Familiarity and working experience with carbon pricing, carbon markets, and climate agreements, including the Paris Agreement.
- Familiarity with World Bank climate initiatives.
- Strong quantitative and analytic skills.
- Demonstrated interpersonal skills and experience in working effectively in multi-disciplinary teams.
- Excellent communication skills, specifically in writing and editing briefs and reports and preparing PowerPoint presentations.
- Ability to balance competing demands and priorities and respond quickly to internal and external client requests.
- Fluency in English is required; proficiency in additional languages is preferred.
